WASHINGTON (AP) Once every hour a bell shrills and "hot line" teletype connection between the Pentagon and Kremlin springs to life. A message chatters across that line- the 5,200 miles separating the center of Soviet power and the U.S. capital.

It's not a life-and-death sage from President Kennedy Soviet Premier Khrushchev, the other way around. It's' a test, made hourly around the clock to be certain the circuit--which has another outlet at the White House working and ready in event an emergency requiring instantaneous communication between the Russian and U.S. heads state. This has been going on since the line was declared open Aug. 30.

If there have been any communications between Kennedy' and Khrushchev during the six weeks the "hot line" has been in business, they are being kept secret. The Defense Department and the White House refuse discuss the subject. There is reason to believe the hot line was not used during last week's brief tension over Soviet halting of a U.S. troop convoy bound for West Berlin. The only break in secrecy surrounding hot line messages came last month when WIliam C.

Foster, U.S. disarmament agency chief, told House committee a Soviet test transmission "described in lyrical language the beauties of Moscow sunset." The Pentagon refused to give out the text of that Russian message, or any others received since, saying, "transmissions on the communication between the USSR and the US are considered transmissions'." Apparently teletype operators the American end of the line haven't tried to match the Soviets in the prose department. The Americans have confined themselves to the standard, "The quick brown fox jumped lover a has lazy dog's to be the best proven alphabetical test devised," the Defense Department said. BANGKOK An American firm has agreed to help the Thai government organize development. ROME-Italy is planning to spend large the redevelopment of Sardinia.
