Russ Kelly, who foots the bills for the Capitals, said, "I really don't know why we're coming back for another year. (AP) Steve Bartkowski says the "internal strains" that left the 1976 Atlanta Falcons with a 4-10 record are gone and most of the credit goes to the new coaching staff. "It's been a total about-face from the end of last year," said the Falcons quarterback, who has been plagued by serious injuries during his first two National Football League seasons. "There's a good atmosphere here now." MOST OF the credit goes to a new coaching staff headed by former Los Angeles Rams' assistant Leeman Bennett, he said. "The coaching staff really has direction," said Bartkowski, who missed three games his rookie year with an elbow injury and sat out nine last year with a knee injury that required surgery. "It's the best organization since I've been here, and I know that hasn't been very long, but some of the veterans are saying the same thing," he said.
