2B LocalState -Lansing State Journal Monday, Sept. 16, 1991 GREATER LANSING DIGEST At the surface lot at Capitol Avenue and Shiawassee Street, the rate will be $1 per entry after 5 p.m. During the day, the lot is used primarily for permit parking. Permits will be honored after 5 p.m. on a space-available basis, said parking superintendent Walt Ransom.

In the new system, regular parking rates will continue until 10 p.m. in the North and South Capitol Avenue and North and South Grand Avenue ramps, he said. Parkers who remain after 10 p.m. will find an envelope on their vehicles with instructions on how to pay. Ransom said.

East Lansing, Lansing Community College and Ellis Parking all charge for evening hours, he said. GRAND LEDGE Interstate ramps to close The on and off ramps for eastbound 1-96 near Grand Ledge will be closed intermittently for three days beginning today. Originally, the Michigan Department of Transportation announced the closing would begin Friday. Drivers are advised to use old Grand River Avenue and enter or exit the freeway at exit 90 west of Tensing. The detour will add about 3.5 miles to the route.

The interchange paving is part of the 1-96 improvements from the IoniaClinton county line east to Wa-cousta. The entire project is expected to be completed in November. LANSING Commodities distribution set Surplus food will be distributed Tuesday through Friday at the Gier Community Center, 2400 Hall St Handicappers will be served from 9 a.m. to noon Tuesday. To receive the food, persons must have a blue commodity card.

Food to be distributed by the Capital Area Community Service will be beans (vegetarian), butter, flour, pork and rice. City lots to start charging Lansing will begin charging tonight for attended parking until 10 p.m. in five downtown area city-owned parking lots. The closing will be in effect only in daylight hours while workers install steel beams to support the bridge, said Michigan Department of Transportation spokesman Bob Parsons. The bridge is part of the $70 million project which extends the freeway from Charlotte to Lansing.

The project in expected to be completed in 1992. EAST LANSING E. Lansing hosts 4-H Rodeo About 180 young people from more than 20 counties are expected to compete at the 4-H Rodeo Finals, Sept. 21-22 at Michigan State University. The seventh annual event will be in the livestock pavilion.

Events include bareback bronc riding, saddle bronc riding, bull riding, breakaway roping, goat tying and barrel racing. Performances begin at 7 p.m. Sept. 21 and 2 p.m. Sept 22.

Admission is $5 per person, $15 for families and $3 for MSU students. Proceeds will go to the Michigan 4-H rodeo program. FOWLER New principal is named Gary Albring has been named principal of the Wal-dron Elementary and Middle School. He replaces Shawn Silver who has joined the DeWitt schools. Albring has been a principal in the Kingsley Area schools and held a variety of teaching assignments in Alaska and Michigan schools.

AREA Japanese exchange students visit Twenty-seven Japanese high school students will arrive today in Detroit for a two-week stay with Michigan families. Three of the students will stay with families in DeWitt, Haslett and Lansing. The remainder will be in homes in Grand Rapids, Detroit, Birmingham, Ponti-ac, Garden City, Sault Ste. Marie, Ann Arbor and Battle Creek. The students are from Shiga, Michigan's sister city.

In July, 27 Michigan students spent two weeks with Japanese families. On Sept. 26 the group will meet in Lansing for a luncheon and tour of the Capitol and historical museum. A farewell reception will be at 4:30 p.m. in the Sheraton Inn.

The students will leave Sept. 27 from Capital City Airport. Highway closed to traffic Billwood Highway, between Nixon and Crowner roads in Eaton County, will be closed to through traffic Tuesday through Friday to begin construction of a bridge to carry 1-69 over the road. 11. COURTS John Gafner, state official By DARCI McCONNELL Lansing State Journal John Gafner was known unofficially as Mr. Capitol to many. He was a man who worked his way to the top and was known as a person who stopped to help others along the way. Gafner, 84, died Friday in Crystal.

Gafner made friends with hundreds of people during his 30-plus years with state government, involvement with college and high school athletics and participation in the community. While attending Michigan State University for a degree in physical education, Gafner worked as a janitor in the state Capitol. In 1969, when Gafner retired as a state employee, he was chief of the State's Property Management Division. "That was a jewel of a man," said former Lansing Mayor Gerald Graves, a friend of Gafner's for 40 years. "He was good to a lot of people, a very active individual he left a lot of good things behind, and that's the key to a good life." Gafner also worked for the State Board of Escheats, the State Board of Auditors, and in 1939 became assistant superintendent of the Capitol.

"John leaves behind a distinguished career," George Washington, former director of the Department of Administration, said at a 1969 retirement dinner to honor Gafner. "He made friends with thousands of persons working or visiting in the state Capitol. He deserves and has earned the title of Mr. Capitol." Because Gafner worked for many years in the Capitol, he became a sort of historian who adored the landmark. Gafner also was a member of the MSU baseball team, helped found the Lansing old-timers baseball league, and served for many years as a sports official for high school and small-college athletics.

He is survived by his son, John; three sisters, Catherine Nelson, Rose Gudiver and Charlotte Bow-den, all of Escanaba; two brothers, August of Venice, and Bill of Private family services will be held for Gafner. Lansing Age 56, died Saturday, September 14, 1991. Mr. Chaney was a resident of Lansing most of his life. He was employed with the Secretary of State office for 34 years. Mr.

Chaney is survived by his wife, Margaret; 4 sons, Brian (Bobbi) of Florida, Mark, Mike, and Doug (Taressa), all of Lansing; 2 daughters, Pam of Lansing and Patty (Ed) Rodriguez of Lansing; 4 brothers; 3 sisters; 7 grandchildren; and several nieces and nephews. A memorial service will be Wednesday, 7 p.m. at the Palmer-Bush Lansing Chapel with Rev. Fr. Arthur Bosse officiating.

There will be no visitation. Contributions may be made to the Ingham Medical Cardiac Care Unit in memory of Gordon Chaney. KETCHESON, VAILINTINE DeWitt Formerly of Lansing Our beloved mother, grandmother, and great grandmother went to join her Lord on Saturday, September 14, 1991. Lansing Age 71, died Sunday, September 15, 1991. Mrs. Smallidge was a lifelong resident of Lansing, a member of St. Casimir Church and the Elks Vivian Association. Mary and her husband, Ralph, had celebrated their 50th wedding anniversary on July 17, 1991.

She is survived by her husband, Ralph 1 son, James P. of Houston, TX; 3 daughters, Mrs. William (Anne) Sickler of Lansing, Jane M. Rose of Okemos and M. Lynn Job-lonski of Lansing; 1 sis-ter.

Peg Lynch of Haslett; 4 grandchildren, Marc and Beau Joblonski and Robin and Lauren Christen-sen; and many nieces and nephews. The Funeral Mass will be celebrated Wednesday, 11 a.m. at St. Casimir Church with Rev. Fr.

Arthur Bosse as the Celebrant. Interment will follow at St. Joseph Catholic Cemetery. The family will receive friends Monday, 7-9 p.m. and Tuesday, 2-4 and 7-9 p.m.

In he was named State Property Manager for the State of Michigan, a post he held until retirement in December 1969.

He served under 13 governors, starting with Governor Green. He was a charter and life member of the Michigan Commanders Club; life member of the Crystal Lions Club; Oldtimers Baseball Association of Lan-sing; MSU Alumni Club; Old Newsboys of Lansing; Lansing Elks Club; and a member of the Michigan State Troops. He was preceded in death by his wife, Gladys; a daughter. Jacqueline Lilly; his parents; 3 brothers. Harry, Fritz and Rudy Gafner; and 1 sister, Josephine Wheaton.

He is survived by his son and daughter-in-law, John "Bob" and Carolyn Gafner of Holt; 3 sisters, Catherine Nelson, Rose Gudiver and Charlotte Bowden. all of Escanaba; 2 brothers. August Gafner of Venice, FL and Bill Gafner of Fs-canaba; 9 grandchildren; 16 great grandchildren; and several nieces and nephews. Private family services will be held. She was a member and past officer of Ossineke Eagles Auxiliary (Aerie 3762), the Spruce Presbyterian Church and the Spruce V.F.W. Auxiliary. She is survived by her husband; 2 sons, Dennis (Charlene) of St. Johns and Scott of Tacoma, WA; sister, Katherine McClain of Clare; 3 grandsons, Joshua, Matthew and David; 1 sister-in-law, Judith (Claude) McCulley of Flint; 4 brothers-in-law, Laurence Hubbard of Flint, David (Carol) Kennedy of Ossineke, Richard (Sandra) Kennedy of Hubbard Lake and Lyle F. (Vivian) Kennedy of Flint; and several nieces and nephews.

Crystal Age 84, died Friday, September 13, 1991. Mr. Gafner was born December 29, 1906 in Luxembourg, Germany to Hans and Jenny (Landoix) Gafner. In 1907, the family moved to Escanaba, MI. On February 21, 1926, Mr.

Gafner married Gladys Bedore in Escanaba. Mr. Gafner was known as Mr. Capitol. He joined the State service in 1927 in the Boys' Vo RINGENBERG, OSCAR E.

"BUS" Okemos Age 77, died September 14, 1991 after a lengthly illness. He was born December 18, 1913 in Commerce, MO. Mr. Ringenberg worked at Oldsmobile (B.O.C.) for 40 years, retiring in 1974 as Supervisor of the Standards Department.
