The Detroit office of the Reconstruc tion Finance corporation has sent to Lansing for distribution a number of "nrellminarv aDPlications" which, if one draws a conclusion from we duuk form, discloses a canny attitude on the part of the RFC. This preliminary form must accompany any applica tion for a loan.

It must be sineci before the RFC considers the. real application. The preliminary application binds the aDDlicant to ease Uncle Sam from a number of financial odds and enas which are potential overhead to the borrower. These odds and ends are shouldered, as a general rule, by banks and other institutions or persons wno lend other than governmental money. The preliminary application binds the applicant to personally be responsible for telephone calls placed by the RFC in connection with the borrowers' loan, collateral, travel and subsistence expenses of examiners and appraisers acting for the RFC, and for the cost of appraisals, examinations, and reports.

It is a matter of record that one local Institution that asked for a loan from the corporation had to pay $30 bill for telephone calls which were piled up by the RFC examiners, in a single month. The "preliminary blank" which must be signed by witnesses to the applicant's signature, reads as follows: In consideration of the undertaking by Reconstruction Finance corporation of such investigation as it may deem appropriate in connection with the undersigned's preliminary application, dated 193..., for a loan from Reconstruction Finance corporation, the undersigned, for itself, its success ors and assigns, hereby agrees with Re construction Finance corporation, its successors and assigns, on demand to make reimbursement of any expense incurred by Reconstruction Finance corporation in connection therewith, including, without being limited to, ex penses incurred for telephone and tel egraphic services, travel and subsistence expenses of examiners, appraisers and others acting for Reconstruction Finance corporation and the cost of such appraisals, examinations and report as Reconstruction Finance cor poration may deem necessary. Local buyers report the production of manufactured goods in Lansing at the lowest level in years. Creation of fac tory, or metal scrap, in Lansing is now the true yardstick of industrial activity since over 90 percent of the city's factories are engaged in manufacture of products requiring metal.
