CHARLOTTE Eaton County Jail honored The Eaton County Jail was among 16 facilities in Michigan to be recognized with a certificate of achievement by the Michigan Department of Corrections. The honored facilities were recognized at the Michigan Sheriffs Association annual summer conference in Sault Ste. Marie. The award was made following a state inspection of the jail in April.

MICHIGAN STATE MSU professor joins NIH Antonio Nunez, a professor of psychology at Michigan State University, has been named to a four-year term on the behavioral and neurosciences study section in the National Institute of Health. 38th Infantry reunion slated The 38th Division Association Inc. will hold its annual reunion Sept 12 at the 38th Infantry Division Headquarters, Holt Road and Minnesota Street Indianapolis. The division, a National Guard command that has twice been activated during wartime, has companies in several Michigan communities. Life membership is $20.

ON CAMPUS As a member, Nunez will help grant applications, make recommendations to appropriate and boards and survey the status DEWITT TOWNSHIP Photo contest entries being accepted Entries for the 1993 "Focus on Michigan" photography contest sponsored by the Kodak Company, the Michigan Department of Natural Resources and the Michigan Recreation and Park Association are now being accepted by the De Witt Township Park and Recreation Department The contest is open to all amateur photographers. Photographers may enter three of their best photographs or slides depicting natural scenes, landscapes, visual or performing arts or people enjoying recreational activities at public parks or recreational facilities. Contest divisions are for youths 17 and under, adults 18-54 and seniors 55 and older.

The top three photos from each division will receive ribbons and state winners will receive $100 plus other prizes. Entries should be submitted to the township recreation office at the township hall, 4700 Brook Road, by 5 p.m. Oct. 23. For information, call 482-1291.

EAST LANSING Punt Pass and Kick contest scheduled The East Lansing Recreation and Arts Punt Pass and Kick competition will be at 1 p.m. Sept 13 at Patriarche Park. All children 8-13 years old are eligible. Winners will move on to regional competition. State finals will be during a Detroit Lions football game at the Pontiac Sil-verdome this fall.

DELTA TOWNSHIP Township anniversary party planned Delta Township will host "Explore a special event commemorating the 30th anniversary of the township charter, on Sept 26 at Sharp and Delta Mills parks and on Sept 27 at Woldumar Nature Center. Under the dome Court reverses insurance ruling The Michigan Insurance Bureau cannot order refunds to Detroit motorists who had auto insurance policies that were alleged to be overpriced, the Michigan Court of Appeals says.

The court, in a ruling released this week, said the Legislature did not give the bureau power to order refunds when companies' rates violated the territorial restrictions of the Essential Insurance Act. The rates involved were for auto insurance policies with a $50 deductible sold by Allstate Insurance Co. The law, in effect until 1986, said rates between adjacent territories could not vary more than 10 percent and the lowest rate could not be less than 45 percent of the highest territorial base rate. The state said the rates were 22 percent apart in adjacent territories and the lowest was 41.3 percent of the rate in the highest territory. Allstate no longer uses the rating plan, the ruling said.

The court said the bureau could order refunds only if the rates violated the portion of the law requiring rates to be based on sound actuarial principles or a reasonable classification system. The ruling upheld the decision of Ingham County Circuit Judge Peter D. Houk. Under the dome offers a daily glimpse of what's happening at the Capitol. St. Helen Formerly of DeWitt Age 72, died August 20, 1992 in West Branch. Born November 18, 1919 in Fowler; Mr. Kowatch was a member of St. Helen's Cath-olic Church; a life member of the V.F.W.

Post 573 of Clare; served in the U.S. Navy during World War II; and was a member of the 3rd Degree of St. Helen Council 8390. He is survived by his wife, Lucille (Creguer); 14 children, Michael (Pat) Kowatch, Mary Kowatch, Marge (Tim) Geil, Janette Cardinal, Jackie (Mike) Vinitski, Mark Kowatch, Joseph (Linda) Kowatch, Monica (Tom) Impellizeri, Jeffrey (Sherri) Kowatch, Julie (Kim) Thomas, Kevin (Mar-lene) Kowatch, Kenneth (Sara) Kowatch, Jeannie (Fred) Sexton and Brian Kowatch; 28 grandchildren; 2 brothers and 3 sisters. GILLISON, EVELYN M. Delta Township Age 71, died Friday, August 21, 1992. She was a resident of Delta Township; and a member of Trinity United Methodist Church.
