TT1E TAMMANY RAnFICATIOX MEETING, 'What was termed a grand mass-meeting was beld last night at Tammany HaTl, for the purpose of ratifying tha State, County, end City ticket nominated by the Democratic Tarty. There vsa, as usual in ail the meetings gotten up under the auapices of the Tammany magnates, a lavish display of firework, calcium and lime light together with any quantity of noise, produced by several bands of music, whose only merits consisted in the fact that every memrer of each of these bends did bis best to outnlow his neighbor, without regard to either time or notes. To such an extent was this effort on their part censed, that they succeeded In completely drowning the voice of the speakers on the steeds rUced on either tide of the entrance.

This, however, was of bat little moment, ss. even bsd the speakers not been present at all, but little tnjnry could have resulted the Democratic Party fox the reason that their audience was composed cf but a few hncdreds of boys snd children, who had been drawn together to see what they termed "the sVrw." Not only were the numbers less by nearly one-half, but the character and appearance' of those present wss of very different stamp, while there waa unquestionably and noticeably a tack of anything like enthusiasm. In fact, during the tedious speeches tbst were delivered the exception wss to bear anything like genuine applause.

PAYING SILVER. OFFICIAL EXPLANATION OF THE OBJECT OF THE GOVERNMENT. 1 Washington, Oct S3. As there appears to bo some misapprehension oa ths part of the public ia relation to the purpose of the Government In paying out silver coin, ths fjUiirta? explanation has bees furnished by the Director of tbe Mint: In tbk as in other countries where gold Is the sola stsndard or measure of value, silver coins are over. slued for the purpose of rendering them exportable.

They are ream factored and issued on Government account, the law, however, pbtdag, directlv or indirectly, a limit on the issne to prevent redundancy. If issued, in times of specie payment, beyond the requirement of the publio for change, aucb coin will not maintain their purchasing power, with the standard coins. Owing to various cause in Cila snd other countries silver has declined In value to a point at which the Government can purchase' it with gold, manufacture it ints small coin and pay It oat st a fair profit. The Government baa recently pnrehaed quantity of silver buBioa sufficient ffor lto purposes st 1139 cents per standard ounce, snd will manufacture it icto coin at tho fixed legal rate of $1 4.4 per ounce the dlSerence between th purchasing and Issuing rate being witbln a traction of twelve cents per ounce, or about ten and one-half per cent on tbe gold corn paid in the purchase. This operation is believed to be a more profitable one for tbe Treasury, aad slso more advantageous to the public, in tbe present cob dition er the money market, than the aaleof gold for legal-tender notes, and ia not a scheme tyt tbe re sumption of specie psyments, but simply a compU- snoe with tbe Mint lsws.

A dollar in United States enrrcne win purchase a little more gold in the mar ket than a ot small silver coins. The dollars win, tier fere, soon find their level, and. unl. there be a rise la both tbe pi ices of gold aad silver the small eeiaa moat circulate concurrently paper money'.
