With its petition to the Tax Court, MAP did not include the IRS' notice of revocation, so precisely what the government objects to is not clear. The private parties who were supposed to have benefited were not named. MAP, which is based in South-field, denies any breach of regulations concerning tax exemption. It describes its mission as "promoting professionalism among law enforcement officers and organizing (them) for the purpose of collective bargaining." It said it "represents some 40 local collective bargaining units of law enforcement officers." Its income is from dues and the sale of advertising in its official magazine.

Its tax-exempt activities were not commensurate with the amount of money collected, the $50,016 in taxes for the year ending March 31, 1988, and $38,777 and $48,249 for each of the two succeeding years. In the petition, MAP says the IRS erroneously "allocated expenses between membership activities and advertising activities." If it is indeed non-exeflipt, the union argues, then it is entitled, in figuring its taxes, "to deduct all of its expenses from all of its income." The result, it says, is an overpayment of taxes, for. which it is entitled to a refund.

Among the union services MAP provides to the 40 locals are filing of petitions claiming a union represents employees, providing representatives who appear-at proceedings to certify or re-certify unions as bargaining agents, collective bargaining, mediation, fact-finding and arbitration.
