Loomis, a Lansing attorney for half a century and a founder of one of the city's leading law firms, died on May 17, 2007 at Hospice of Lansing. He was 88 and suf fered from congestive heart failure. In his long career he practiced in many areas of busmess law but was particularly reputed for his expertise in public utility law, arguing many Michigan Supreme Court cases that framed the state's law in this area. He headed the firm of Loomis, Ewert, Parsley, Davis, Gotting for many years of its existence and was instrumental in its growth from a two-attorney operation in 1953 to a firm of 24 lawyers and 60 employees. Mr.

Loomis was born on October 15, 1918, in Grand Rapids and graduated from Grand Rapids Central High School. He spent two years at Grand Rapids Junior College before transferring to the University of Michigan, from which he graduated in 1940. In 1942 he graduated from its law school, where he was an editor of the law review. At Grand Rapids Junior College he met Miriam Stevens, whom he married in 1942. At Michigan he made the acquaintance of Philip W.

Buchen, who later married his sister Beatrice "Bunny' and during the administration of President Gerald R. Ford served as counsel to the president. After law school Mr. Loomis entered the United States Navy Reserves as an ensign following an officers' training course and rose to the rank of full lieutenant. During World War II, he served as communications officer on an LST (Landing Ship, Tank) and participated in the assault landings North Africa, Sicily, Salerno, Anzio and Normandy.

Following the war, he joined the Kent. County Prosecuting Attorney's office in Grand Rapids. He also established a lifetime association with Fountain Street Church, which under its minister, the Rev. Dr. Duncan E.

Littlefair, developed a highly liberal Christian theology. In 1948 he moved to Lansing as assistant counsel to the Michigan Public Service Commission, but soon entered private practice with the firm currently known as Foster, Swift, Collins Smith, subsequently becoming a partner. In 1953 he and a senior partner-of that firm, Plummer Snyder, 1 formed the firm of Snyder Loomis, from which the firm of Loomis, Ewert, Parsley, Davis Gotting grew. He and Mr. Snyder were joined by the latter's older brother, Dr.

LeMoyne Snyder, a renowned authority on forensic medicine, and later by Quentin A. Ewert, who became the firm's third Eartner. In 1967, with considera-le public utility legal experience behind him, Mr. Loomis embarked on a career in executive management, becoming president of Michigan Gas Utilities, a post he held for three years. He then relocated to Lincoln, Nebraska as executive vice president of Central Telephone and Utilities Corporation, but returned to the law firm in 1971.

A man of keen public awareness, he was Ingham County Chairman of Citizens for Eisenhower in 1952 and a presidential elector that year. He remained active in Republican politics through the early 1960s but began to be disenchanted with the party during the Vietnam War. He nevertheless remained staunch in his support of President Ford, whom he knew as a youth, and of Governor William G. Milliken. He particularly admired Ford for his appointments of people of unimpeachable ability and integrity in the legal area, such as Attorney General Edward H.

Levy and Supreme Court Justice John Paul Stevens. He felt distanced from the Republican Party as it moved increasingly toward the right, sometimes jokingly calling himself a McGovern Republican. And he was quick to spot shortcomings of the Presidency of George W. Bush. He served on numerous committees of professional legal organizations.

Among other honors, he received in 1997 the State of Michigan's "highest tribute" in recognition of his professional and civic accomplishments. An avid golfer, he was a member of the Country Club of Lansing and for many years he and his wife wintered at the Mountain Lake Club, Lake Wales, Florida. In addition to his wife, he is survived by two sons, George, of Moscow, Russia, and Mamaroneck, NY, and Stevens, of Manistee, MI, a daughter, Anne, of Grand Rapids, and six grandchildren. A memorial service will be held at a date to be determined. www mrkJfc.MU Age 78, died May 19, 2007 after a lengthy illness; born September 2, 1928 in Flint, MI.
