Lothian Hints at Willingness to Compromise After Talk With Hull. WASHINGTON, Feb. 24 U. Great Britain appeared eager today to adjust differences arising from censorship at Bermuda of European-bound American airmail.

A broad hint of willingness to compromise on the Issue came from the Marquess of Lothian, British ambassador here, who said after a conference with Secretary of State Cordcll Hull that the matter was one of "good policy" rather than of legality. Lothian talked with Hull after the latter had sought to quiet irate congressmen and senators by denying published reports that the British censorship at Bermuda was in-aucurated by a display of arms against a clipper captain who, at first, refused to submit the mail cargo aboard his Pan-American plane to Inspection. Lothian described the reports as "complete eye -wash." Senator Rush Holt, anti-New Deal Democrat of West Virginia, urged that the plane captain and Pan-Amercan officials be summoned to testify before the Senate Postoffice Committee. Representative Melvin J. Maas, Minnesota, Republican, introduced a resolution calling on Hull for a complete report on the stoppage and search of American ships and planes by belligerents.

Representative William B. Barry. New York, Democrat, wrote Hull that If the armed seizure story were correct "it is an insolent violation of international law on the part of the British and should be dealt with accordingly by us." Although the Bermuda dispute highlighted the foregln affairs situation in Washington, there were other developments: The so-called Finnish loan bill was approved by the House Banking Committee yesterday and now goes to the rules committee which is expected to send it to the floor for debate next week. The measure, passed by thn senate, would double? the Export -Import Bank's revolving fund to $200.000,000 of which Finland and China each could borrow $20,000,000 for non-millary purposes. French Planes Driven Off, Germans Assert all suspicion Vladimir that Horowitz Horowita. had lost. In his long Illness, what he used to have. There wasn't really any definite sign of that extraordinary new depth the New York critics have found in his playing recently, but his concerto was not one to bring this into prominence, calling for pyrotechnics rather than for subtly conceived emotional effects. From a strictly musical point of view, therefore, the remainder of the program was more engaging.

Orchestra Effective. Vladimir Oolschmann conducted the Brahms third symphony through a performance of the most sumptuous order, and the string orchestra was highly effective In the first performance here of a Concerto Grosso by on Italian contemporary of Bach who belonged to one of the most gifted schools that music has known. Still, the return of Horowitz was the reason for the special eclat of the day. During the years that he has been away, pianists of prodigious technical resource have appeared on the scene. Some in the audience wondered If Horowitz, even though he was his old self, wouici spem so electric.

They did not wonder long. I tin Li a matchless virtuosity, with all the speed, power and mercurial color anyone could ask for. He may be thicker in the midriff than he was. but he can still release shafts of tone to set the deadest spine tingling. He played with demoniac intensity, from the plaintive first theme through the final fiery agitation of the last coda, giving each note as much meaningfulness as It would carry and sometimes essaying studied dynamic effects of the most breath-taking tonal splendor.

The sharp attacks and releases, occasionally accompanied by gestures that were a little wild: the quiet nuances. In which a short melody found eloquent voice: the coruscating scales and dark, heavy chords all brought Rachmaninoff's royal purple fleurets into the brightest possible relief. Horowitz declined to play an encore, and Insisted upon th conductor sharing hia bows with him. Except for a bad entrance just before the end. the orchestra had played its role in the concerto with equanimity and dispatch.

Attention to Detail. To some, the Brahms "third" li the finest of the Brahms symphonies, being at once terse and poetic, rich and dramatic, without rhetorical expostulation. To them, yesterday's performance, which was clean-cut and yet full of verve. oeply affecting emotionally without liberty cf tempo or dynamic excesses, was worth a whole brace of Rachmaninoff concertos. Conductor OoLjhmann's Interpretation brought the symphony to quick and surging life through precise attention to a hundred details, but a few of these may be mentioned.

There was the lyrical sweep and flow of the woodwind theme of the second movement: the hearty Joyousnesa as a new tempo is set In the third movement, and the dark pathos and drama of the finale. Only once. In the rather fast tempo of the trio, where the woodwinds should be heard In a gently rocking rhythm, was there any fault to be found with the symphony. The program, which will be repeated at 8:30 o'clock tonight, began with the Valentini Concerto rosso. Thi3 work, as arranged by Yves Tinayre.

We all know that Germany cannot be forced down either by armies or economic warfare." Hitler discussed the new Germany at length. "Just compare any national event in 1903 or 1905 with what happens today." he said.

"Take the unveiling of a monument or the launching of a ship. Before there was nothing but high hats and no people. Today there Ls nothing but people, but no high hats."
