Arnholt Smith, once the ruler of a huge corporate empire, reportedly had to borrow money from relatives to pay the bulk of his $40,000 in federal fines.

Smith, who had been fined for illegal. political campaign contributions and in connection with bank fraud charges, paid $39,700 in three cashier's checks-Tuesday to the San Diego County Court Clerk's of- 1 fice. -'v Before that, Smith whose personal fortune was once estimated in the millions had been paying off the fines $100 at a time. He had made three payments prior to Tuesday. The 76-year-old financier had faced a federal judgment debtor's hearing Tuesday before his attorney, Tom Sheridan, disclosed that the money had been paid.

Sheridan said two cashier's checks for $29,600 and $100 were presented for Smith to Court Clerk William Luddy. A personal check for $10,000 was rejected by deputy clerk Frank Connaghan, but a third cashier's check for the balance was sent on behalf of Smith later. Sheridan told newsmen that Smith had had to borrow the money from family members Smith had been fined $10,000 in April after being convicted" of making illegal campaign gifts through one of his many firms. He was hit with a $30,000 fine in June after he pleaded no contest to misapplying $3.2 million in funds belonging to his U.S. National Bank!
