There was a good for business paper, and best names passed from 3 to 3 per cent, and good names from 3U to 4 per cent 1 Boston and Albany climbed 7 points more, to Its high record point and then eased off a point New Haven sold tirra at 2is. Boston and Maine sold at ai3 and Pittsburg preferred at 116 and 117. An excellent buying of Atchison preferred, mostly for New York account lifted that stock to CV Hoston Elevated touched 109 again. Scie Telephone was up to 0W and Bell sold at 849 and 8M.

Dominion Coal ewlly went to 51 and receded only a fraction, mere was trood buying- of Federalized, Chicago, Burlington and Qulncy, and Sugar on the advance. Waterbury Is President of a New Manufacturing Company That Hay Have a Large Output. The erection of a large steel manufacturing plant will be begun in Astoria next week.

The plant will cover about five acres of ground, and will give employment to between 1.000 and 2,000 workmen. The mill will be on Orchard Street, and will have a frontage of 300 feet on the river. It will extend back liOO feet This Is the recently acquired site of the Astoria Light. Heat and Power Company. The company for which this plant will be built Is the New York Steel and Wire Com pany.

It has a capital of $200,000 and a bonded Indebtedness of The President is James M. Waterbury, and the Treasurer A. Van Home Ellis. The orllce is at South Street. The President said yesterday that it was the intention of the company to manufacture open-hearth steel from pig and scrap Iron, and to make merchant iron and steel nd also wire nails and wire rope.

It Is said that the capital of the company will ehortly be Increased to $500,000. James M. Waterbury organised the Cord age Trust in 1SHS. It was Incorporated In New Jersey as the National Cordage Company, and Its charter gave it a life of fifty years. At tne start tne company nail in common stock and in preferred 8 rer cent, cumulative shares.

That capitalisation was maintained until early In 18113. when the common stock was doubled, the old shares being turned Into new when they were quoted at 147. Among the plants held by the trust on a lease of fifty years were the Boston Cordage Company, Standard Cordage Company of South Boston, the Bedford Cordage Company of New Bedford. the Lawrence Rope Works of Brooklyn, the Field Cordage Company, the Ohio Cordage Company, the Middletown Twine Company of Butler County, Ohio, and William Deeming Co." of Chicago. In February, 1803, Cordage stock sold at 75.

On May 2 of the same year It closed at 50; on May 3 It touched and on May 4 It went down to lS-. On May 5 Chancellor McGUl of New Jersey appointed George W. Loper. the Treasurer of the trust, and E. C.

F. Young, the President of the First National Bank of Jersey City, receivers of the corporation. An attempt was then made to compel the prosecution of Mr. Waterbury on charges of grand larceny and conspiracy. District Attorney Nlcoll decided, after investigation, not to present the charges to -the Grand Jury, and in a statement published Dec.

30.1S03. said that there was little doubt "that the National Cordage Company was not at any time Insolvent In the sense that its assets were less than its liabilities, although, on account of the extreme stringency of the money market in the Spring of this year it found Itself without the cash necessary to meet Its dally operations," In September the reorganization of the National Cordage Company was taken up, and the Waterbury Company, Limited, was formed under the laws of New Jersey with a capital stock of $2,400,000.
