Vatican sorry for actions in war By The Associated Press VATICAN CITY In a long- awaited document Jewish leaders immediately criticized, the Vatican expressed remorse Monday for the cowardice of some Christians during the Holocaust but defended the actions of the wartime pope. The Vatican's version of the Catholic Church's role during World War II, coming in a statement promised by Pope John Paul II a decade ago, praised Pope Pius XII as a wise diplomat. He long has been criticized for not speaking out against Nazi persecution.

"It is too little, too late," Meir Lau, Israel's chief rabbi and a Holocaust survivor, said in Tel Aviv. Sheriff Expert is de Dated FROM PAGE A1 Speaking with commissioners; Kochanowski also mentioned the low rate of pay for corrections of' ficers, which he said caused 11 to leave their jobs in 1997. "We've got 30 employees ovef there who work full time in the jail with murderers, rapists whatever you want to call them and they make less than a county commissioner makes," Kochanowski said. The 1998 salary for commissioners is about $24,000. Kochanowski said the jail population continues to increase, witH an average daily population last year of 164.

As the number of inmates increases, the cost of feeding arid housing them increases. "We want to be as frugal as we can, but you have to give us A chance," Kochanowski said. Criswell said Kochanowski was characterizing the proposed study as a "quantitative issue," while it's a "qualitative issue." Kochanowski countered, "David, I don't think you even understand the budget, or you wouldn't be sitting here talking like you're talking." Kochanowski accused Criswell of failing to meet with the sheriff to analyze the sheriffs office budget. Criswell noted that he had analyzed the 1997 budget before it was approved by commissioners. Art Leckband, 2227 Melrose, 'a retired accountant who attended the meeting, spoke in support of Kochanowski, saying the sheriff was elected and should be the tools needed to do his job.

"If he needs more money to try to protect the citizens, you need to get the budget up where it's SUJH posed to be," Leckband said. Criswell said the study is need' ed because commissioners doift, know what a proper budget amount for the sheriffs office, would be. Commission Chairman Deane Allen said the need for the stud? doesn't reflects on Kochanowski's ability to do his job. "It's a dilemma, trying to figure out where the budget should bej" he said. "We need some analysis to figure that out." Criswell was disturbed that after agreeing to work on the scope of services for the proposed study, Kochanowski was now saying he wouldn't cooperate.

"If the commissioners decide to hire a consultant, your assistance! will be necessary," Criswell "You said in the past you would cooperate." "I hope he can work in your office," Kochanowski said, standing up to leave the meeting.
