Increased Tax. 8ay Independent To bacco Men, Will Mean Their Ruin. WASHINGTON. Jan. 12.

-Congress waa arraigned to-day at tha annual meeting of tha Independent tobacco manufacturers. President Hugh Campbell of Richmond. 1 accused that body of siding with tha Tobacco Trust and declared tha Increase of the revenue tax on tobacco from 9 centa to 8 cents could be Interpreted In no other way. ir the Increase Is carried Into effect this year, ha aald. combined with tha advanced pricea of Burley tobacco.

It will bring many of the Independents face to face with ruin. Tha only hope of the Independents, President Campbell de clared, la to get a year of grace before tha Increase goes Into effect. He quoted statistics of tha Bureau of Corporations to show that tha trust profits 9 centa net on ha tobacco which It manufactures and sella, while tha Independent profit la but a little more than 2 centa a pound.
