Since the 1st of May last there ha been some da-lay In th publication of th European news brought by the Cunard steamers to Halifax. The reason for this delay has already been gtven to the public, but a further statement seems to be necessary, in order that there may be no mistake as to who is In fault in the matter.

The responsibility attending the delay belongs to one of two parties titktr te taa feve Scwtx TtUgrmfk Ceeaeeay er te Me Jvna- Vers Xtsecisftd Prase. To which of theae parties are the public to look for redress The New-York Associated Press Is an Institution of about ten years' standing. It had its origin In the necessity occasioned by the introduction o( a new sys tem of procuring news by telegraph. Whan on or two short telegraph line ware built in 1846-47-48, the usual afiorts weae made by several journals to carry on th existing competition, and to get such new a they wanted orer th wires in adrance of each other but, owing to the Imperfect condition of tn telecraph lines, and the want of a sufficiant number of accomplished operator, th working of th lines was slo ar, and it was found impossible for any one newspaper to get news ahead of another, and that. In fact, the Interests of not only the Press but of the public, suffered frum the great delay arising from this competition.

Accordingly, after repeated efforts on the part of the Press to carry oa their news enterprise aa they had previously done, Independent ef each other, the necessity of organizing an associa Uon to gat the general news of the day, was fully de. mocstrated. The leading pspers of ew-iork, there fore, csme together and formed an Association, and organized a system by which this general nearswas to be received dally, through a General Agent, and seat to th offics of each paper as received. In mak-irg this arraignment, the individual enterprise of no one paper wax Impelled, as scope enough was left for the display of the energy of all, at has bsen amply shown during the latt tea years. Among tha news of the dsy that this Atto-lalon deemed it necessary to obtain, was tbat brought by the steamers arriving at Halifax.

An arrangement was accordingly mad with th Nova Scotia Telegraph Company, then owned by the Nova Scotia Gov eminent, by which the Association was to receive, over the wires from Halifax to Sackrllle, a dispatch of three thousand words, embracing the points of each steamer's news, for the sum of seventy-Bre dollars for each dispatch. This sum eras larger than the regular tolls of the Nova Scotia Company but inasmuch at th Association, representing so many journals, eras accorded the privilege of sealing Its dispatch continuously, and immediately upon It delivery at the telegraph office. It waa considered fair end just to the rxteiests fcf the telegraph line, and tha arrangement was deemed an acknowledgment that the Association was the proper channel for communicating this new to the public This plan worked admirably while the telegraph line remain aa in tha hands of the Nova Scotia Government. But when it patted iato the hands of a private com pany new arrangement was thought necessary, by which the New-Yoik Press have been compelled for several years to pay the Nova Scotia line double the pi Ice that had been previously charged tnem, or one hundred and fifty dollars for each dispatch of thrae thousand woids from Halifax to Sackvllie. Oaring to th annual Increase of steamers, and the growlrg desire on the part of the pub.la for European neat tha New-York Press, to meet the demand, deemed it proper to have as tleamers at possible bosrdeit by a news yacht off Cape Race, and thus lessen the lime from two to five days between Europe and the United Siaus. When this arrangement wa made ft was supposed that wben th newt jxchl boarded a Halifax steamer off that point, the amount of tolls paid the Nova Scotia Company for the Cape Race dispatch would bs decucted from the amount to be paid for the regular dispatch on the arrival of the at Halifax. The Cape Race dispatches were all necessaiiiy short, but, compiling the points of tse news, the additional details obtained at Halifax would have very little value or importance. Toe Associated Press, In accordance with it contract, was always prepared to pay the price agreed upon, and only asked the deduction jt the amounts paid tne same tine tor the dispatcnes of the same ne as wbtch had eome from Cape Race.
