Jayne, who served 37 years as a Wayne County circuit judge before "his retirement in 1956, died at his Detroit home yesterday of a heart attack. He was 78. Judge Jayne, who served longer on the Wayne circuit bench than any man in history, was executive judge for 18 years. A shaggy-browed, stern-faced man, Judge Jayne was born on a farm near Fenton on June 16, 1882.

He attended the University of Michigan, where he earned varsity letters in football, basketball and track. Many township officials declared they would not oppose annexation of a whole township but that they were opposed to splitting up a township as proposed on the petitions. This, they claimed, left the townships with too small a tax base to pay for adequate services in the remaining areas. Suburban residents were told by opponents that their taxes would increase if they joined the city. School district officials contended that whole school districts only should be annexed.

Crushing Blow And because school districts overlapped township lines in instances where annexation was proposed it was impossible to annex whole townships without splitting school districts. Despite the efforts of the Grand Rapids city commission and board of education to reassure suburban residents that their needs would be given prompt attention, annexation received a crushing blow on Dec. 8, 1959. By decisive margins all of the proposals were turned down. City voters gave their usual support in favor of annexation despite the negative suburban veto.

"The obvious lack of services and facilities, particularly in the area surrounding the central city of Grand Rapids is resulting in a stifling of the normal and necessary growth and the creation of most serious problems of health and welfare, which has a devastating effect, not only on the outlying communities but on the central city of Grand Rapids itself," GRAMAS a in calling for a new city.

The more politically minded "new city" study committee did not follow the "consolidation" idea of GRAMAS. It outlined a smaller area, including entire school districts with two exceptions, and proposed that area vote simultaneously on annexation to Grand Rapids.
