Slutz disputed some of his past troubles but acknowledged he had made mistakes. He said those days are now behind him and that he hopes to join the military soon. He also praised Hammond as "the best police officer I've ever met." The assault counts involving Plaster mark the second time in three years that a former Vermont State Police trooper has been charged with a crime. Former Trooper David Lay of Brat-tleboro pleaded guilty in January to violating a protective order and conditions of his release in connection with a 2005 incident.

Plaster, according to Assistant Attorney General John Treadwell, now lives in Connecticut. Treadwell said he understood Plaster served as a police officer for a "municipal agency" in Connecticut before joining the Vermont State Police, but was unable to identify where Plaster worked prior to becoming a trooper in rest and operating a car without the owner's consent, does not mention the choking incidents. "Brian would be calm, but then would turn into fits of rage," Plaster's affidavit said. "He fought and resisted us until he was placed in the cruiser for transport Brian also continued to fight at the Morristown PD." In recounting the initial altercation between Plaster and Slutz, Plaster's affidavit said it occurred after Slutz held his cigarette lighter "a couple of inches" from Plaster's face. "Fearing for my safety, I grabbed bis wrist with my left hand.

Brian dropped his cigarette from the other hand and attempted to push or strike me," Plaster's affidavit said. I pulled his right hand past me pulling Brian off balance. At this point in time, I brought Brian to the ground and handcuffed him." Court records show that Slutz has a lengthy juvenile record and that both his mother and the mother of an ex-girlfriend had obtained relief-from-abuse orders is otherw ise OK. Slutz said he did not speak up about the incident until approached by a police investigator a month later. "Who was I going to tell? The cops?" he asked.

A resisting arrest charge filed by Plaster against Slutz was dropped by the state in January. November altercation According to a seven-page affidavit by Vermont State Police Det. Lt. Kraig LaPorte, Plaster and fellow Trooper Julie Hammond went to the home of Slutz's mother in Eden on the night of Nov. 18 after receiving a report that Slutz had taken his mother's car without her permission.

Slutz, 18, was at his mother's home when Plaster and Hammond, wearing body microphones, arrived. Slutz, who had been drinking, became verbally abusive, the affidavit said. When Slutz began to light a cigarette in front of Plaster over the against the wall, the affidavit said. "Plaster told Mr. Slutz there are 200-plus bones in the human body and asked him which ones he wanted broken first," the affidavit said.

Both Hammond and Morristown Police Officer Garth Christensen, who witnessed the Morristown incident, said it did not appear to them that Slutz had done anything to provoke Plaster's conduct. Hammond later told investigators she told Plaster that she "had concerns" about his attempt to choke a suspect. "Plaster said he could justify it, claiming that that was the only thing he could get a hold of (his neck)," the affidavit said. "He further added that he gets mixed up with his martial arts." "I was disturbed when I first learned of the behavior and I am still disturbed today," Baker's statement said.

"In this case, the systems worked. This behavior was not brought to the attention of the leadership of the Vermont State Police from the victim of this incident, but from a member of the Vermont State Police." Brian Slutz, the man who Plaster allegedly assaulted, did not attend Monday's arraignment. In a telephone interview, Slutz said Plaster was "on a power trip" the night of the incident and "does not deserve to wear the badge anymore." "He must have thought he was invincible being a cop," Slutz said. "He had a bad attitude from the get-go." Slutz said the choking caused his throat to be sore for several days but that he trooper's objections, Plaster told him he was under arrest and wrestled him to the floor. "Plaster then put his arm around Mr.

Slutz's neck and under his chin and began choking him," the affidavit said. "The body microphone recording further reveals that Plaster then said to Mr. Slutz, 'I will choke you out, get your hands Hammond, the other trooper, later told police investigators that the choking went on long enough that Slutz stopped resisting and appeared to have passed out. She said she told Plaster to stop what he was doing. Over the next eight minutes, Plaster forced Slutz to the floor two more times, choking him in one case and putting his hand over Slutz mouth in the other incident.
