Tbe first act of Importance to Improve tbe west side of tbe City at the upper end of tb Island, containing, as it does, l.too acre between Fifty-ntnth-street and Manhattanville, waa paased by the Legislator on the 13th of April. 186a. empowering tbe Central Park Com misstonera to cause a survey to be made of that part of tbe City bounded on toe. north by One Hundred and Fifty-flfib-atreet f- on tbe east by the westerly line of tbe EUrhtb-avenue. north of Eigbty-seeond-etreet.

and by tbe westerly line of tbe JJinth avenue south for Elgbty-econd-street southerly by tbe south line of Serebty -second-street east of the Tenth-avenne, and by tbe southerly line of Sixty-seventh atreet, west of the Tenth-avenue, and westerly by the Hudson River, and. to prepare mags and plans showing sncb changes In tbe widtfH direction and grades of tbe streets, avenues and roads then laid out within the area described, and in tbe pier and bulkhead lines established, as in their opinion could be made with benefit to the property affected, and also tbe boundaries! of such streets, avenues, roads and public squares aa In their opinion conld be laid out or discontinued with like benefit, and to report tbe'resnU of their labors to the Legislature. Under tbla act the rejvort of the Central Tart Commission was made to the Leglttlaturo in March, 1867, and the final act was passed on the 24th ot April following. In this act the Park Commiaaloners were given exclusive power to open or close sncb streets, aveanea, roads, public squares or plarea, and to widen streets or avenuea, and to change the grado thfreof, as they might think proper, in the district bounded by the south aide of Oi.e Hundred and Fifty-fifth street, east by the westerly side of Elirbth-avenue, south by tbe southerly Rlilo of Fifty-nltith-etreet. and west by the Hudson River, and also a space of 350 feet in width nr-rounding the Central Park, the powers no conferred to cease on the 1st day of May.

1872. The Commissioners filed their map on tbe 7'a of March, lt-68, fixing the grades of the streets and avenues between Fifty-ninth and One Hun-factorilv since Its commencement in Pepteniber, 186ft, haa been partially stopped since the dis-ruution of the Ring. It Is expected, however, that It will be completed by the time the several existing contrartaexpire. The walk on the rant side to be narrowed several feel, to allow a greater width of carriageway. The matter ba been referred to Mesxrs.

andYtrx, wbo will soon report upon iu The engineer. Mr. M. A. Kklukw, favored a side wall of twenty feet in width, while Mr.

Greek advocated one of twenty-live feet. Instead of thirty, as originally proponed. The railroad tracks are to be placed noon the extreme easterly aide of the avenue, close up to tiie sidewalk. MaillATTaK-SQlTAEE AND THE ART BTII TlKOS. Work upon Manhattan-square was commenced aa earlv as 8u8.

IT poo the aocesalon ot the King Park Commission in Wav. 1870. they decided td change the location of the Zoological liarde from Manhattan-square to the Central Park, i The site originally selected was never fitted for sncb a purpose, owing to tbe Impossibility of securing perfect draiuage. The square -4a td be removed for the Metropolitan Museum of Art, Slimeum of Natural History, attd other Public ouildlcga. A bill paused the.

last lna-lature appropriating several hundred thousand dollars toward the erection of suitable butildinics lor the purpose. I MOBVISGMDE PARK. Next to RiverfT.de Park In point nf Importance -to the Improvements ot the west side, is the proponed Morulngvide Park, sitnaied on thehlcb' btufl of land lying north-westerly of tbe Centra; Park, commencing at Oue Hundred and 'Tent h-street, and extending to One Hundred and between Eighth and Tenth avennes. Its name was suggested by tbe fact that it possesses a sunny exposure in the early morning hours. From it a clear and unobstructed view of the Suunu and ita moving eraft can be obtained at ail times, and the outlook a ether directions is almost equally attractive.

As laid out the Park will contain handsome walks, flower-be (In, Jetting play-ground. Wben flnioned. it will doubtless be a favorite resort for children and invalids, as bracing air and a charming prospect, in which marine and laud scenery are blended, are attractions which will be sought after, especially in the early part of the day, even by those who do i pot reside in the neighborhood. During the pant year it baa been surveyed and a plan made to improve About tfjoott baa been spent thus tar toward carrying out the plans. BTRBET AWD AVENUE WOHEWCI.ATORE.

At the base of Morningside Park a new avenue has been laid out which Is yet undesignated. It eterta at tin Hundred and Tenth-street and eonneeta with the Avetfue St. Nicholas at One Hundred and Twentyrfourtb-etreet. It is proposed name It Knowlton-avenne. after the 4ien.

of Wamuhotos's staff, who 111 near this pom t. Moromgside-avenue begins at On Hundred and Tentb-stieet and follows a northerly direction to One Hundred and Twenty-aeoond-street. when it takes a westerly course land laps the Riverside-avenue. Another avenue, extending from One Hundred and 8ixcenib-atreet to Oqe Hundred and Tweaty-aeventh-treet, between Kiverslue-avenoeaod the Boale-vard, is to called Klverbauk-avenue. Among the numerous improveouenta proposed for tbe west side is a plau to chaoge the designation of some of the avenuea.

For instance, it is proposed to call Eignto-evenue above Fifty-nintb-street Central Park-avenue. Tbe Eleventh will be deaitrnated as West End-avenue, which name seems to meet wltb mush tavor, as tnis part af tbe City ba with a certain Class couio be regarded a tb weat end ef the Metropolis. Other changes of names, it is thought, will follow. Ta ErrECr on real rbtatr. An important measure affecting tbe west side is the proposed widening of Broadway from Thirty-fourth to Fifty-matJi-street.

The matter ta now In tbe Courts, an appeal having been taken to the awards first made to the Court of Appeals. Projiertv-owners regard the propoaed widening as' absolutely, necessary, Broadway tteing to tb west side what the small end of a Tunnel la to tbe larger one, the former representing the diatributmg part, while tbe latter is the (receiver. With Bruadway wmeued. a grand avenue of communication I established from toe Battery, tbrouga the heart of tbe City, to the future homes ef tbe wealthy classes on tbe west side. It I not difficult, those versed in real estate matters argue, to foresee tbe future of this section.

The delay thus far in improvement baa undoubtedly permanently beKeoted all property west ot Central Park, for tbe reason that so inferior aaildiava bave been erected, and Talaee have now. la anticipation of tbe improvement above noted, reached a bleb figure. With tbe completion ef the Uarnlngaide and Ki vendee Parka, tb improvement Eigbta-a venae, tb erection ef tba Metropolitan Museum of Art On Manhattan-square, tb widening Broadway, and last, but most important of all. quick transit, tbe weat side will resent attractive net urpeased by any city, even among the toasted though beautiful capitals ef modern Europe. i- tmtiataeo at taa Weehw -Fourteen hundred person, were arrested by the Pottc last week.
