1 10 THE NEW YORK TIMES. TUESDAY, MAY 18 PAGES. PROFIT BY? HIGH TARIFF Retailers Urged to Stock Up Under the Present Low Rates of Duty. GftEAT ADVANCE IN PRICES Bom Dealers Say -They Will Buy Heavily Other Will Walt Chance for Big Gain with a Little Bisk. The following Utter ha been ent within the lent few days to 'a large number of local dry food retailers by an Importing house of thle A similar letter wm sent to the same dealers some time ago by.

another Importing house: -Hear Sir: TVe think It la our dyty at the present time to call your attention to thfa proposed tariff legislation la regard to the gftodr you buy from us, as shown by the blUhlch has been reported to the Senate by Its Finance Committee. The compound rates, specific and ad valorem, hkh are now promulrated. would make some of our good pay as high as 90 per cent, duty, or even more, while the minimum rate may be said to be 50 per with few exceptions. We calculate that the proposed average advance In the rate of duty on the existing tariff Is about 25 per and we may point out that tt Is Intended to impose the highest rates on the coarsest goods. It will be seen that If such a bill becomes law.

the prices of all our goods must be advanced to a considerable extent at no very distant date. Our friends and customers have now a pood opportunity to protect themselves against the advance in prices, which would seem to be Inevitable during the Fall season. If not sooner." ReipsMei Xot Satisfactory. The house that issued first circular when the Dlnglcy bill was first Introduced said yesterday that It had not received a very satisfactory response from its customers. I am confident." said a member of the firm.

that there will not be any stocking tip to any great extent. Of course, there will be some, and some little is going on liow. but there seems to be a disposition among our customers to wait and take chances." It Is Good Easiness to be Ready. Hugh O'Neill of Hugh O'Neill A. Co.

said: If the retailers have money enough, you may sure they will lay In a big stock at low-tariff prices. That is good business, and it is the logic of the situation. It is perfectly natural that they should do. this. To what extent, if any.

they are actually doing this I cannot say. I cannot say an to whether we shall stock That would not be business, because It would put "our competitors on notice as to our plans, and we try not to do that. As to the advance In this will be sure to follow. I do not think it will come before the tariff goes into effect, as It would be too apparent an effort to do business In Even after -the tariff sroes into effect, competition, which is perhaps keener In our business than in any other, will tend to keep prices from advancing to the full extent of the tariff increase." Retailers Are Hasaasi smd WIU Bar Isldor Straus of R. H.

Macy Co. said; There has been some stocking up among the larger retailers and there will be more. Dealers will find it convenient and profitable to get into their' storerooms before July 1 goods they have heretofore put off buying until September. This is natural, andr of course, to be expected. We do business upon the basis of what is I usual and natural.

Contingencies may arise That would make laying In a big stock of goods now bad policy. There may result, for Instance, an overstocking, followed by sharp competition and a rush to close out at a small profit before it becomes neces- sary to sell at a large loss. This would make a heavy stock, bought at any a loss to the bolder. But these are remote contingencies, and it is safe to count on human nature and the well-known laws of trade. The general advance In prices may be estimated as from to 33 per cent, on woolens and worsteds, 15 to SO per cent, on pottery.

35 to lou per cent, on linens. I do not look for any. or at most but slight, advance until July Where certain goods are scarce, they may advance a little in anticipation. Importers have I believe, put up the price on burlaps. I should -add.

however, that it will be found that the retail dealers seldom take full advantage of an advanced tariff. They will be found selling at lower prices than the duties would waxrart. This Is partly due to the desire to drive a big trade? and partly to competition wWch sometimes makes such a course as inevitable as the law of self-preservation. Oftentimes it is due to the reluctance of the retailer to put. up prices to the full limit." Adams Jt C.

Vi lli Xot Stock I. Samuel Adams of Adams Co. said that bis firm would not stock up." I do not consider It good business." he said: "because we might get on hand a stock of goods that wo could not dispose of at a profit. What we made in one line of goods might be more than offset by loss on another line. In such cases we find it best to wait, and buy goods as we need them.

We sell on the purchase price, adding our usual percentage, and we shall be content to do this under the Dinstfey bill. We may lose by such policy, or at least not make as food profits, but we feel safe In not taking he risk of carrying a heavy stock through July and August. Milliner ill Day Some- Stock. J. Rothschild, the dealer In millinery on Fourteenth Street, said: There are Verv few thintra thAt can fcuy in advance.

We do business on the caprice of fashion. If we bought a lartre stock of millinery for next Kail we might jinu ourselves leu nigh and dry after the ebb of the tide of fashion, which Is now at flood. On some thlriirs we can stock tin. and shall probably do so. One of these is oat rich feathers, which now i-ome in free of duty as raw material.

The new tariff lays a duty on these, and we may Import a stock before July 1. Some dealers will lm-. port let heavily. Thev can do this nnlv in bulk, as designs change so rapidly. We.

cannot buy It In advance, beraune we do wot make It into figures. I think It safe to aay mat ail wno can will lay In stock In order to be ready for advancing prices in juiy. Thc Heavy Ta- Liaena. A large importer of linens said" that there was not yet mud. stocking up on this line of goods.

The proposed rates." he said. would seem to -make such a course desirable. On table linen the rate will be advanced from the present duty of. 35 per cent, to lutt i-cui. i.uwr wie jHi-i-wuiiey uui was never higher than per cent.

The only rate that Is moderate is the one laid on shirtings that are ui by the Troy trust to make collar and cuffs. This duty is 35 per cent. The rate Is cunningly devised to tteceu'e people. At present we have an ad -valorem duty of 3- per cent. Th proposed rale Is Hit per cent, ad valorem, and a apvcu.c run per s'juaru yara, wnicn mages tii compound duty flxure up- from tU to per cent.

The uninitiated do not understand a compound duty. The duty on flax traw Is a ton. on flax not dressed $15 a ton, and on or flax it is $25 a ton. The gross injustice these aumn can when It Is re- meinbered that, owing ta climatic conditions, flux cannot be grown nor linen man ufactured successfully In this country: and when It further remembered that th" kind of linen taxe-i is the kind that is used by th pooreer classes, while a atuch lor-e-r duty is put on the oner arjjJca. The duty on linens and tax is made to protect one thread manufacturer, the liar- Lirir Hrafhera if Paterai.n on4 two manufacturers of t-yctiug suits, made of half hnen and half cot to u.

That the Dresent duty of iZ per cent, was adequate Ls shows by the-enormous fortunes that nave ben made by manufacturers protected by if. The only linen manufactured In this country is a of trmh. This is muds of for-ign-pun yarns. Linens are all made In Ireland. Scotland, with a small quantity on the Continent.

It cannot manufactured here, ani a tax on it Is a direct tax levied upon the con- auAcra. aca xalia heaviest upon toe poor. IN THE REAL ESTATE FIELD Morris treet Property Sold OtUcr Kales pad Aarllsa Room Dentin! Richard V. Harnett Col. have sold for John Fox to William H.
