The Ohio and Pennsylvania Railroad Company have opened Transfer Books in New-York, at the office of Winslow, Lanier, Ac Co. Reference was made some ten days ago, to the sudden change of officera in the Mutual Life In surance Corrmanv. The 'affair, in the absence of explanation, was not very creditable to the party who foisted an inexperienced head upon tie 7,000 policy-holders of the Company, by means of the proxies, secretly obtained, of less than 350 of the number. Under the circumstances of the case, no fault being alleged against the late President, it was expected that the first public allusion to tbe subject would elicit an explanation, if there was anything in the conspiracy against Mr. Collins, susceptible of apology.

The interests at stake are too important to say, simply, that his successor wanted the place, and had a right to get it if he could. Besides, it seems from the Card of Mr Geoige W. Blunt, published in another part of this morning's paper, that he, the President elect, did not act alone, and it becomes a question of moment to the policy-holders, to know whether ha wanted the place for its moderate salary alone, or whether his officious friends wanted him to have it for the influence and control it would indirectly secure them over two millions dollars or more, loaned and re-loaned on Real Estate. Mr. Collins, and his predecessor, the late Mobeis Robinson, had faith fully represented the policy holiers, who, by the mutual plan of insurance, are made Stockholders and they had known neither personal friends nor trustees in placing at interest the rapidly accumulating funds of the Company.

They looked to security alone, through all the changes of times, from' 18-13, to the present year, of Real Estate excitement. It is possible that Mr. Collins, of late, knowing the public distrust felt both in the management of Mu tual Life Companies, and in the stability of the speculative prices paid for property, looked somewhat too close bo this consideration, and managed the two millions dollars under his charge too exclusively and sacredly as a trust for the future widows and orphans of the policy-holders, for the private views of other parties. Be this as it may, the change argues bo good for the Mutual System. Its honest administration cannot be relied on aa stable, while one-twentieth of the policy-holders, not suspecting their object, can be used to revolutionize it.

It has been our practice heretofore to except this concern, because of its ample accommodations, aad the standing of its late President and Board of Trustees, from the general a-uspicioa that attaches to the system, and we therefore feel that we have a right to discuss a change in ita affairs which seems to have been superinduced by the Terry magnitude of ita means, not by the strict fidelity and impartiality of thair administration. The possibility of war between Russia and Turkey has led to the discussion of the comparative trade interests of Great Britain with the rival Powers. The London Circular ta Banker has some valuable data on the subject. It is said, that of all the grain countries of Europe, from which England imports, Turkey alone has met the trade in a spirit of reciprocity. The whole Grain import last year is set down at 12,000,000 sterling, of which one- third was through the Greek merchants, who have now almost the ntire of this branch of business in the Mediterranean- In return, Turkey takes from Great Britain over three millions sterling, in manufactured and other goods.

The value of this export has grown from 1,361,589, in 1810, to 3,113,679, in 1850. On fhe other hand, the export to Russia has fallen, from 1,602,742, in 1840, to 1,454,771. It was highest 1845, 2,153,491. In the single article of Cotton Goods all-important to Manches ter the amount to Russia stood, 59,292, in 1840, asd 30,257, in 1850 while to Turkey, Cotton Goods -constitute the large sum of 2,458,539, out of the aggregate of 1850. It is very easy, therefore.

to see Athere the sympathies of the ruling interest in ivngland, tbe manutacturers, would rest in a war between the Czar and the Sultan. Australian circulars to the 19lh March, from 'Melbourne, have 'been received by way of the Isthmus of Panama. The Victoria Gold Field had sent out 602,719 ounces, or $12,054,380, since January 1, two months and a half, and the current receipts at Melbourne were from 36 to 40,000 ounces week.
