The Ports Improvement Company of Cuba Is largely composed of American capitalists and holds concessions for dredging harbors and carrying out other Improvements In Cuban porta, in return for which it la permitted to collect a eurtax on the merchandise of Inooiaing weasels. The decree signed by President Meno-eal rtates that the Secretary of the Treasury wtll Immediately suspend payment of tonnage dues, on which the company largely depends to defray Its coat of operations, and that the Secretary of Public Work will take ciarge of the company's work In all Cuban ports. Ths Secretary of Justice will reserve the light to prosecute any persons guilty of offense In connection with tbe concession granted to the company. Further action against tbe company awaits the convocation of the Supreme Court In November.
