The proper course to be pursued in such cases will be found Indicated in pa: agraph No. 1,341 of the lie vised Regulations, and la substantially as follows Application for payment in these cases must be made through the Paymaster General of the Army to the second Comptroller of Treatuiry. The application must be accompanied by the soldier's statement, under oath, that his final statements and certificates of discharge are lost, destroyed or have never been received by tdm that he has made diligent search or application for them that they ca.nnot be recovered or obtained, and that he haa not received pay on them, nor assigned them to anv other person. All the circumstances of the case must be fully set forth in the affidavit, and this again must be accompanied by all the evidence, in corroboration of bis statement, which the soldier can produce.

On receipt of this, the second Comptroller will audit the account, and, satisfied with the evidence, will order payment to the soldier of the amount found justlv due to him. The attention of all officers of the army, and particularly of all company, regimental and post commanders. Surgeons in charge ot general hospitals, aad of Paymasters, and of all soldiers, discharged tiom the servibe, who, from the want of their final statements and certificates of discharge, are unable to procure a settlement of their account with the Government, are specially directed to this order. 1 KIDICAL BO AID. An Army Medical Board, composed of Surgeons Baoaroa and Cltmss and Assistant Surgeon Wbssth' of the United States army, for the examination of Brigade Surgeons and Staff Volunteer Surgeons aad Assistant Surgeons, and Contract Pbyaiaians, Is in session in this city.

The examination is a thoroughly practical one, both with regard to surgical operations and bed-side experience. THI riKST IN8TALLMKNT Ot THK STATE BOUKTT. The first installment of the $25 advance bounty, paid by the State to every volunteer immediately upon enlistment, has arrived in the City from Albany. The men of Col. Tcsubcll's Metropolitan Guard (tbe regiment raised by the Police) are the fortunate recipients. News of the actial receipt and distribution of this bounty wlllejulcxly spread, and may be expected to bring turonga of new applicants 'to all the recruiting effice.

The doubts of those who had seen previous bounties long withheld, and who had begun to have doubts whether this would be raid with any greater promptitude will be effectually dispelled, and all to whom pecuniary inducements for entering the army are a consideration, will come forward at once. There Is no question now, that each recruit will be handed twenty-seven dollars directly he is sworn into the serrice of the United States. That amount he can in any way he pleases. If he have a wife and family dependent upon him, it will be enough to place them beyond tbe reach of want until such time as he has to receive his months' advance pay and the balance of the money guaranteed him by the Governor. If he have no domestic will plsce within his personal reach a large variety of such comforts or luxuries as he may fancy.

The policy of filling up the ranks of regiments now In the field, In preference to the newer ones organizing under authority from Gov.

MosaAX, seems to meet with almost universal advocacy. Tbe War Department, partially adopting the suggestion made by the New-York Common Council, offers to such as prefer the old regiments a double enlistment fee, and it is thought directors of State affairs at Albany will Increase the amount of bounty to those who elect to join the depleted legions of McClsllax's, and other commands, now before the epemy. The Enlistment Committee representing the Chamber of Commerce, the Union Defence Committee, the Common Coancil, aud other civic bodies have been strongly urging some measure of the kind upon the Governor. The Governor admitted the importance of the subject and promised to do his best to further any practical views that might be submitted to him. He believed, though, that he waa not able to Interfere, as the mat ter was In the hands of the Unit-id States officess.

He signified his willingness, If the popular will Indi cated the course to him, to make the bounty to those who join tbe old regiments $50, instead of the $23 given to volunteers for the new. The Committee met la the Hall ol the Chamber of Commerce yesterday afternoon and reported to the bodies by which they had been delegated the result of their conference with the Governor. To-night they proceed to Wash ington to lay the matter before the President. BOCK TIES. Several lists for subscription to a special bounty fund were to have been opened yesterday.

Private liberality may do much In this way to increase the the Dumber ef voluntary enlistments, and to avert the unpleasant necessity of drafting. The Mayor has set a good example by heading one list with his donation of $1,000, and plenty of others should he found to go aad do likewise. Amongst the first to emulate him la hie generous offer, are the Messrs. O'Baixx, the well- known stock-brokers, who agree to be one of a hun dred firms to pat down their names for a thou sand apiece. In compliance with the letter of the Governor to tbe Supervisors of the State, there have been a series of war meetings held throughout the districts In the town of FLshkllU On Friday evening there was a Mass Meeting held in one of the large factory build-lugs in Maltaewan, and although there was room for nearly one thousand people, suli there wss half that number unable to get In. The' Committee of the Fifth Senatorial District have selected CoL Paissaxaa organization as the regiment to represent them In tbe field.

Nearly half the number of recruits for a regiment have already enlisted, and It is expected that within a short time the fall complement will be obtained. Tbe commandant of the regiment, Col.
