Only three persons were saved, if we may trust the report. There scenes to be some doubt as to whether the lost vessel is the Gulf City or the Gulf Stream, both belonging to the same line.

The Gulf City cleared from Gnl- veston for New York, December 24th, and the Gulf Stream from New York to January Cth. The Gulf City was classed Al in the American Lloyds for 1808, of C03 tons, built in 1303 at Mystic, and brlonged to Smith Dunning, York. The 'New York Tribune animadverts upon the system of keeping gold hoarded in the United States Treasury, saying it makes on artificial scarcity whereby gold gamblers only make profit, and men who would be financiers talk of piling up more and more of it in that cLarnel house two or three years longer. AMSESTY AND efforts of Virginia Convention to have the pending constitution in their amended so as to provide for universal amnesty and universal suffrage are likely to be realized. Several Senators and members who have been consulted to-day on the subject, express their willingness to vote for an act ol Congress to carry out these designs. THE CIVIL SERVICE is a report that Mr. Jencks fears that tlio civil service bill will not pass at this session of Congress. So many members have promised patronage uuder the new administration, in order to secure their renominatipn and ejection, that they are not willing to vote for the measure.

Should Gen. Grant however, favor the civil service bill in his inaugural, as intimated, there ia a hope that it may bo passed in tho Forty-first Congress. Cameron lias given notice will contest the seat ot L. II. Hoots, Congressman elect from Arkansas.

He says tho votes of counties amounting to several thousand were thrown out by the arbitrary not of Gov. Clayton to cheat him out of his rights. Tho General was a Union soldier, formerly of Illinois. A New York dispatch to the New Orleans Times of Thursday says Butler's finance speech excites some- ridicule in Wall street, but receives no serious attention as amounting to'any- thing practical. The New York Evening Post says the late Mrs. Dickens was a highly educated and accomplished' woman. She was of blameless life, and a lady in manners and conversation. Her husband, Augustus Dickens, was a drunken and worthless creature, who made his wife's life miserable, 1 kept her in poverty and left: her Mrs.

Dickens was the daughter of a wealthy, merchant in London, who cast her off because she made a runaway match i a worthless brother of Charles Dickens. 1 Those who knew both persons in Chicago, have no donbt she was tho superior of her husband- in education, refinement and virtue. onr Evenlmr Edition ol yesterday. Chief Justice Chaso ia reported as saying, lately, that the country had heard the last of the Jefferson Davis case, as it was finally disposed of by tho President's Insi amnesty proclamation, lie hoped, however, that Mr.

Davis would spend tho rest of his days in England--which is a matter that docs not concern the Chief Justice, and upon which nobody cares for his opinion. No less than 89 homicides, 42 suicides and 94 infanticides will do pretty well for the moral city of Philadelphip. during the year 1808. Ono person in every sixteen in Massachusetts is a pauper, and fell on puljlic charity, such as it is in tlint region. The proportion of paupers in Paris is about the 23 per cent is the death rate of the Massachusetts poor and less than one por cent of the poor of Paris.

The Picayune chronicles the arrest in New Orleans of a negro Vioy from the country, hunting up his mistress. lie had learned that she was in need of help, and having made some money himself, ho was determined to give her assistance, saying, she always took good care of me, and she shall never want if I can help it." Tho Richmond Inquirer of the 9th, speaking of tho recent fight between negroes aud United States troops, in Princess Anne county, Virgiuin, says there are about five thousand negroes well-armed and drilled, many of whom served in the army and were allowed to retain their arms when discharged. They have organized a government among themselves, and bid defiauce to the authorities.

In some parts of Louisiana negroes are daily seen traveling about in search of the boss" who pays higher wages, or who gives his laborers a better chance to raise, corn, chickens, etc. Contracts are made at ten to fifteen dollars a month. A few planters liavc commenced work, but the greater.num- ber are still in need of hands. nnd crime continue to run riot over 'Mexico. Now, tlio average increase in the price of a barrel of wheaten flour throughout he manufacturing States has been, 1800 to July 1, 1808, in excess of 30 per while the increase in the wages of aborers and operatives generally, skilled and unskilled, during the same period, has averaged about 53 per cent.
