WASHINGTON (AP) -Three U.S. scholars who visited Central America said Tuesday the leftist government of Nicaragua and the leftist guerrillas of El Salvador constitute counter-revolutionary movements seeking to overthrow genuine democratic revolutions. The three thus supported the basic thrust of the Reagan Administration's policies after what they described as their own independent evaluations of the conflicts in those two countries. Their findings were presented at a news conference by Max Singer, president of the Potomac Organization, and co-founder of the Hudson Institute; Michael Ledeen, who served as an adviser of Secretary of State Alexender M. Haig and now is with the Georgetown Center for Strategic and Interna tional Studies; and Joachim Maitre, who is a professor of international relations at Boston University and who defected from East Germany to West Germany in a MiG in 1953.

"We feel quite strongly that the guerrilla movements in Central America have falsely claimed that their basic motive is the desire to eliminate injustice and misery," they said in a report following their visits to the region. "We believe their real motive is the desire to destroy the democratic revolution that is under way." Their trip was sponsored by the Gulf and Caribbean Foundation, created by a group of Texas and Southwestern businessmen who view strife in Central America as a threat to the southern border of the United States. The 560-mile-range SS-22, developed to replace old SS-12 missiles, never before has been deployed outside the Soviet Union, the sources said. The SS-22 was seen at Berns-dorf, East Germany, about 33 miles west of the Polish border, the sources said.

From such a position, the SS-22 could hit targets throughout West Germany, Belgium, Holland, Denmark, as well as part of Britain, France and Italy. The sources refused to say how the missile at Bernsdorf was discovered for security reasons.
