3C THE BURLINGTON FREE PRESS THURSDAY, JULY 2. 1998 In Moscow, Russians relish foreign franks By Daniel Williams The Washington Post MOSCOW Eating-on-the-run was never much of a Moscow tradition. More often than not this century, it's been quite the opposite: Muscovites have been running to find something to eat. With capitalism, food shortages and the waiting in line have become things of the past and these days, Muscovites don't seem to want to wait at all for to newsprint. Called sosiski, Rus-wieners are a preferred breakfast dish in many homes and old-style hotels.

Russians feed them to their pets not out of disdain for the franks, but because Russians often treat their animals as well as they treat themselves. However, use of the name "hot dog" is relatively new. It's a marketing ploy. Sosiski are considered a cheap food. Vendors have taken to calling them "hot dogs," to accent their foreign origin.

Moscow is bustling, and that means eating lunch is becoming more of a sprint than a marathon. Russian middle-class workers, as they pour out of their offices, are in a hurry. Since windows full of fashions and electronic gadgets line many streets, lunch has become merely a detour from other consumer pursuits. Russia has long munched on hot dogs, or a facsimile of hot dogs, which in Soviet lore could contain everything from rat meat their food. They have discovered the most instant of lunch providers: the hot-dog street vendor.

Boilers on wheels and kiosks with grills are popping up across the city. In the space of a city block, you can chew on New York-style dogs awash in ketchup, Danish franks smothered with fried onions and French-style hot dogs (a slender frank jammed through a hole at the top of a baguette). Wieners served in a peculiar Russian way, on flat white bread with butter, are also available. For better or worse, the craze is a sign that Moscow is coming of age. For a long time, urban greatness here was equated with grandeur gargantuan skyscrapers and stadiums, gigantic movie houses and subway stations, boulevards as wide as a football field.

The hot-dog vendor business points to a change: Bigness is out, livability is in. Kellie Martin to join 'ER' cast this fall At Yankee Medical We Celebrate Independence Every Day in the ER," executive producer Lydia Woodward said. "We haven't had a student character in quite a while, and we felt there are still a lot of good stories to be told in that area." Woodward said no further cast additions are planned, and writers haven't settled on an exit strategy for George Clooney's Dr. Ross, leaving at the end of next season. Martin won an Emmy nomination for her portrayal of Becca Thatcher in "Life Goes On." Gannett News Service Kellie Martin, best known for roles on ABC's "Life Goes On" and CBS' "Christy," is joining "ER" this fall as third-year med student Lucy Knight.

Martin, 22, doesn't replace Maria Bello, whose departure is unrelated. Instead, she'll play an idealistic doctor in training, much as Noah Wyle (as John Carter) did when the top-rated NBC drama premiered in 1994. Thoughts of escape are natural, but it is time instead to confront your problem. LIBRA (Sept. 23-Oct. 23) Tunnel vision will get you to a financial goal in a hurry. Emotional openness allows others to let go and be themselves.

Some successful shows sink into a sea of sameness. Wisely, however, "Friends" stirs things up. Tonight is a prime example: Phoebe may get pregnant; four of her friends may get new apartments. "Intensity," 8 p.m., Fox. In the first half of this miniseries, a fragile loner (Molly Parker) surprised herself with her selfless action: She followed a vile killer, hoping to free the young girl he's holding captive.

Her good intentions backfired, though. Now she's also a captive. This nasty miniseries isn't worth the rough, four-hour ride. If you jump in now, however, you can catch the strong finish. Parker and John C.

McGinley are superb. "C-16," 8 p.m., ABC. In a new episode, Eric Roberts tries to find out who wants him killed. "NASCAR: 50 Years on the Fast Track With Brooks and Dunn," 8 p.m., CBS. At times, CBS quits trying to pretend it is something else.

It doesn't claim to be slick, city network. Its real strength is in the Heartland. Now some of this combines into a hardy, homespun hour. It keeps leaping between race car footage, old and new, and a booming concert by the Brooks-and-Dunn duo. The result is fast, fun and forgettable.

"Suddenly Susan," 8:30, NBC. Shawn Colvin guests, but that leaves the bigger question: Didn't we banish "Suddenly Susan" from Thursdays? "Seinfeld," 9 p.m., NBC. Kathy Griffin, who's also a "Suddenly Susan" regular, gets an hour of Thursday real-estate tonight. She guests here, based on a true story: Griffin really did have a comedy act in which she said bad things about Jerry Seinfeld. "Diagnosis Murder," 9 p.m., CBS.

This Donjt miss a Chyna Shepherd (Molly Parker, right) risks her life to save her friend, and is captured and tormented by killer Edgier Vess (John C. McGinley, left) in Dean Koontz's "Intensity." The two-part miniseries concludes at 8 tonight on Fox. story centers on a murdered mime. "Mystery," 9 p.m., PBS. This starts a two-parter, based on a P.D.

James novel. In the opener, Adam Dalgliesh probes a murder in which both hands were severed. "Working Girl," 9 p.m., USA Network. Melanie Griffith gave an affecting performance, as a likable woman, trying to be taken seriously. "A Promise Kept: The Oksana Baiul Story," 9 p.m., Lifetime.

The story of the skating champ. "ER," 10 p.m., NBC. Jeanie charges that she's being laid off because of testing HIV-positive.
