AIL EDITIONS 12-B The Arizona Republic 1-day surgery center slated Ground for a new medical facility designed to provide one-day surgical care will be broken tomorrow at 1040 E. McDowell. Two Phoenix anesthesiologists, Drs. John Ford and Wallace Reed, are establishing the facility, to be called Surgicenter. They said the center will provide surgical care for patients whose operations are too demanding for a doctor's office but not of such proportion to require hospitalization.

The two doctors said the center is being established because of many requests from government, labor, industry and the medical profession to streamline medical care available to ambulatory patients and to reduce Surgical costs. Laura Jean Toman, 19, and Scott McNairy, 20, received the highest lifesaving award given by the national association for their part in saving the life of Thomas Hecker, 17, last July.

Miss Toman and McNairy were lifeguards at Sunnyslope Pool, 301 W. Dunlap, when Hecker, a top swimmer, was discovered at the bottom of the pool. McNairy pulled him from the pool and Miss Toman administered artificial respiration. There has been only one other such award given in the state previously. CASA GRANDE (AP)-The legality of the Casa Grande City Council's decision to authorize the Job College program to establish a facility in the city, will be tested Aug. 29 in Final County Superior Court. Tom Erwin, a Casa Grande insurance and real estate salesman, is seeking a permanent injunction preventing the establishment of the program here.

A similar request for a temporary injunction was rejected last week. The hearing will be conducted by Pima County Superior Court Judge William Frey, who held the first hearing. Frey had railed that the signature of Mayor Jimmy Kerr on papers authorizing Coordinator named FLAGSTAFF- Vernile Matheson, assistant director of financial aids at Northern Arizona University here while he completed work on his master's degree, has been appointed coordinator of student aid at the University of Arkansas.
