Salmon tional values, asked in February for the plan to be drafted. Trustee chairman Edward Zuccaro appointed a five-member committee with Richard Dennis as chairman.

"After I had time to reflect on the considerable number of comments made at yesterday's meeting by faculty and students, I decided that this board needs to play a more active role in the implementation of this plan," Zuccaro said. UVM professor Dolores Sandoval, who read a statement to the trustees from minority faculty outlining problems on campus, cheered Zuccaro's move. "It is very gratifying with Government the board and the students moving forward it can be a great day for the institution," she said. Salmon, who spoke to the board before the committee was formed, also asked the trustees to take a more active role in the process. "The buck stops with us, all of us," Salmon said.

In August, Salmon will hand the board an outline of goals to help measure the success of the plan, after several trustees requested that move Friday. A final report to the board is due in May 1996. Before the August meeting, Salmon will be gin implementing parts of the plan. Trustee Richard Tarrant, one of the trustees who asked for the goals to be included, said: "In order for the entire community to embrace this plan we need to have some measurable goals in place. My comments yesterday were not intended as criticisms I wholeheartedly endorse this plan." Salmon, tossing aside prepared remarks, responded to recent criticisms by faculty and students that UVM officials haven't done enough to salve racial tensions on campus or pro- A 9 lio.
