Adalbert Cemetery. 6k Bernstein Ephron Watergate author weds Syrian troops are now inside Lebanon are "gross exaggeration." "Neither we nor Israel believe that Syrian action in Lebanon represents a threat to the security of Israel." Meanwhile, thousands of Lebanese and Palestinians staged marches in the ports of Tyre and Sidon Wednesday protesting against Syria's growing Involvement in Lebanese affairs. THE MARCHES passed off without incident, giving a boost to diplomatic efforts to ensure that the Syrian military presence here does not go beyond certain limits. The severest critics of the movement ot Syrian troops to Lebanon have been the country's left-wing leaders, headed by Progressive Socialist Chief Kamal Jumblatt. Diplomatic sources said Palestine commando chief Yassir Arafat was seeking to calm the uneasy confrontation between Jumblatt's forces and the Syrians.

Fro, Trlr, Wirf Strvicn SECRETARY OF STATE IWnry Kissinger said Wednesday that the pattern of a political settlement is now emerging in strife-torn Lebanon, although passions remain high and the situation could explode tomorrow." He said Syria has made no massive military incursions inside Lebanon. But he added that Syrian troop movements "are getting close to the borderline" of Israeli tolerance. He said Israel has Indicated that it will take no action unless its own security is directly threatened. Kissinger" also said the United States is considering the formation of an international consortium including the oil-rich Arab states to rebuild Lebanon once a political settlement is reached and stability returns. "THE SITUATION has greatly Improved in the last three weeks, and we can see the outline of a political settlement, Kissinger told a Senate Appropriations Subcommittee on Foreign Op WASHINGTON arl Bernstein, co-author of the news stories tiiat licl'ir'i umwer the Vatorsale scandal, seemed to busy f'T romance in the movie "All the President's Men" where actor DiHin lloflman plays iiern-stoin.
