Page 6D OREGONNORTHWEST Statesman Journal, Salem, Friday, September 25, 1992 Portland mayor won't request Guard Washington will deport two cougars sold illegally He says the troops' 1 1 Community leaders in northeast Portland asked the mayor to request Gov. Barbara Roberts to dispatch the National Guard in response to a recent spate of violence, Three street shootings Monday left one gang member dead and four people wounded. Police had at least 10 prior reports of shootings in the same area. Police Chief Tom Potter said Thursday that the bureau would crack down on youths violating curfew and beef up police patrols. He said that despite the recent shootings, overall gang violence is down this year in comparison to the past two years.

Joyce Harris, the chairwoman of the Vernon Neighborhood Association, said she was encour aged by the police response. But, she said, "People say we need everything that's possible out there to help us. "You hear cries of frustration, people are afraid. They want people to look at their plight and take it seriously and say, 'Look, you know, whatever we are doing, we've got to do Residents feel that they live in a war zone, Harris said. In 1989, a few dozen Oregon National Guard troops provided support, computer and clerical help to police in gang-embattled northeast Portland.

Clark asked then-Gov. Neil Goldschmidt to activate the troops. Politicians, community leaders and police agreed that the Guard presence was effective. Seven Guard members now are assigned to the Oregon State Police Youth Gang Strike Force and one to the Portland Police Bureau Gang Enforcement Team. Police statistics show that in 1990, 206 gang shootings were reported citywide that involved 69 injuries.

In 1991, 142 shootings involving 45 injuries were reported. So far this year, 97 incidents of gang gunfire were reported, with 37 injuries. Eight gang members were killed in homicides in 1990 and nine in 1991, while three have died so far this year. Reports of drive-by shootings totaled 41 in 1990 and 45 in 1991, with 23 so far this year. not, the piece of art work needs to go out of your possession." Mike and Debbie Wyche and Randy and LaVina Mc-Glenn still are looking for ways to keep the 22-month-old male cougars.

The McGlenns have put their Spokane Valley house on the market and are looking at property in Idaho. "We'd do anything to find a way to keep that cat," LaVina McGlenn said. "In order to keep our cat, we are being forced to move." The Associated Press SPOKANE A pair of cougars sold illegally to two Spokane-area couples have been ordered deported by the state Department of Wildlife, a spokeswoman said Thursday. State law prevents the sale of native wildlife in Washington, and the cats must leave the state, agency spokeswoman Madonna King said. "It's kind of like if you bought a piece of art work from someone who was illegally selling it," King said.

"Whether you knew that or curtail gangs would be limited. The Associated Press PORTLAND Mayor Bud Clark refused Thursday to seek help from the National Guard to quell escalating gang violence. "I can understand how concern over recent incidents of gang violence would lead some citizens to want National Guard help here in Portland," Clark said. "But the Guard is very limited in what they can do." Guard members can't make arrests and aren't trained in police tactics, he said. Killer denies charges in N.J.

Artifact-burning angers Natives The Associated Press JUNEAU The burning of Native regalia in the name of Christianity during a recent evangelical revival in the village of Kake has angered many Natives, who see the event as a step backward for their culture. "They're surprised, shocked that something like this would happen in this day and age," said Cy Peck, a Tlingit Indian who lives in Juneau. "We thought something like this happened only during the ancient times." Kake resident Ruth Dem-mert, a teacher of Tlingit lan guage and dance, said participants were encouraged to burn anything with Native designs. "It's tearing the community apart," Demmert said Wednesday. "There are still a lot of people that are hurt it shouldn't be that way.

A revival is supposed to bring people together." The burning came last week at the conclusion of a weeklong rally in the Southeast Alaska island village of about 800 residents, 95 miles south of Juneau. Several participants burned personal belongings and masks in a bonfire to mark their new commitment to Christianity, witnesses said. "Nobody asked anybody to do it the kids came up voluntarily themselves," said Walter Williams, a pastor and full-blooded Tlingit who leads a congregation of about 50 at the Kake Evangelistic Outreach Center. Flo Ellers of Juneau, a Tlingit raised in Klawock, gave an impassioned speech to 120 people at the revival Sept. 13.

She spoke of how she had renounced her Indian artifacts. "I testified about how God spoke to me about burning these things," she told the Juneau Empire newspaper. The Associated Press FLEMINGTON, N.J. A drifter convicted of murders in Alaska and Ohio and facing charges in two deaths in Oregon pleaded innocent Thursday to fatally shooting a truck driver in New Jersey. The state will seek the death penalty for John J.

Fautenberry, 29, said Marcia Crowe, assistant Hunterdon County prosecutor. Fautenberry, handcuffed and shackled at the waist and ankles, did not speak during his brief arraignment in state Superior Court. His lawyer, deputy public defender Nicholas DiChiara, entered innocent pleas to the charges of first-degree murder, felony murder, robbery and weapons violations. die for the March 1991 killing of; Joseph Daron of Milford, Ohio. Daron picked Fautenberry up while he was hitchhiking.

Fautenberry is accused of driving Daron's car to Oregon, where he met bank teller Christine Guthrie, 32, of Washington County, Ore. Fautenberry has said he killed her after they, spent a weekend together. Murder charges are pending; against Fautenberry for Guth- rie's death and the shooting' death of Don Nutley of Lacy-Lakeview, Texas, in Oregon's Mount Hood National Forest. Fautenberry was sentenced to 99 years in prison after he admit- ted murdering silver miner Jef-frey Diffee in Juneau, Alaska, in March 1991. Because of his murder convictions in Ohio and Alaska, Fautenberry is being held without bail in the county jail.

Fautenberry is accused of slaying Gary Farmer, 27, of Springfield, and robbing him of $40, a knife and a watch. The trucker's body was found at a truck stop in Bloomsbury on Feb. 5, 1991. Fautenberry contends that Farmer was a homosexual who offered to pay him for sex. Crowe said the death penalty was warranted because of Fau-tenberry's prior convictions and because Farmer was murdered in the course of a robbery.

No trial date was set. Last week, a panel of Ohio judges sentenced Fautenberry to PUBLIC NOTICE which is within the urban growth boundary as shown in the acknowledged Salem Area Comprehensive Plan.
