The "mini-transit system" would run from Depot Street in front of the former Moran Generating Station above ground along Battery Street Park to the corner of Cherry and Battery Streets. The rail would then run underground up Cherry Street and end at the corner of Church Street.

Sharp said his proposal will all but eliminate the need for additional waterfront parking space. "This mini-transit system would allow waterfront visitors to park in existing garages located on South Winooski Avenue, Cherry Street and at the Radis-son Hotel and ride to the waterfront in quick, efficient, non-polluting electric cars or some other people-mover system," he said. Sharp said the rail should be funded mostly by businesses that would benefit from the system such as the Church Street Marketplace and the Burlington Square Mall.
