The Associated Press PORTLAND Armed gangs are forcing their way into homes in northeast Portland, beating, robbing and sometimes raping the occupants, police say. The perpetrators and the victims are of Asian descent.

Six incidents have been reported, but police suspect the actual number is much higher, officer Stew Winn said this week at a meeting of the Portland Youth Gang Task Force. Most of the reported cases involved Vietnamese victims. Cambodian and Laotian families also have been victims. As many as 12 youths have invaded homes and bound residents, Winn said. Crimes such as the home invasions are difficult for police to investigate because the victims often are afraid to report the crime.

In many Southeast Asian communities, mis trust of the police and confusion about the justice system compound the situation. Police rely mostly on confidential community sources to learn when and where some crimes were committed, Winn said. "The intimidation factor is so powerful," he said, "that if they do come forward, these cases are rarely prosecuted because the victims are so terrified." To help gain trust, police are designing information brochures aimed at Portland's Asian community. The brochures explain the law enforcement and court systems. Portland police also plan seminars for leaders in the Southeast Asian communities.

"We're hoping this is a long-term fix for home-invasion robberies," Winn said. Police also want to recruit more Asian-Americans. The Associated Press PORTLAND A-plot of an endangered wildflower was bulldozed by 'county road workers because the U.S. Fish and Wildlife Service failed to protect it, the Oregon Natural Resources Council contended. The conservation group learned of the plant's destruction only after filing a federal lawsuit Aug. 10 seeking to force the agency to designate habitat and draw up a recovery plan, said Wendell Wood, the council's conservation coordinator. "This is just one more example of this plant being needlessly destroyed, even though it has formal endangered species status," Wood said Thursday.

Bradshaw's Lomatium, related to biscuit root and desert parsley, grows from 8 to 20 inches tall. Its foliage looks like a carrot top with tiny yellow flowers. "It's actually sort of showy because there are so many of these flowers," Wood said. Oregon police pick up fugitive Colorado gigolo The Associated Press GOLDEN, Colo. Oregon police have arrested a fugitive gigolo accused of romancing several Colorado women out of hundreds of thousands of dollars Jerome David Method, 45, allegedly victimized women across the Pacific Northwest by acting as a successful but tragedy-ridden entrepreneur, police in Beaverton and Lebanon said.

Method disappeared in August 1991 before charges were filed in Jefferson County, Colo. He was wanted on four counts of felony theft and two counts of forgery, said Brian Terrett of the Jefferson County district attorney's staff. Method, who used many aliases, also faces charges in Denver and Larimer counties in Colorado. Investigators said he netted $150,000 from his scams in 1990. With a penchant for flashy clothes, Method treated women royally, wining and dining them and giving them expensive gifts, which he usually charged to their credit cards, officials said.

Investigators said he would typically use some financial crisis, such as a sick uncle, as an excuse to bilk victims. He walked with an affected limp and said he had been wounded in Vietnam. Police spokesman Mark Hyde in Beaverton, where Method was arrested, said Method allegedly talked a Lebanon woman out of about $2,000 before skipping town. The alleged victim replied to an ad Method placed in a Salem publication, Sgt. John Atchley of the Lebanon police said.

He told the 37-year-old single mother that he had a connection who could get her a super deal on a mobile home for $1,875 down -payment.
