"Your 1S30 taxes, payable In 1951, will be determined within the next few weeks," the federation said In a bulletin. The budgets are being prepared now and public hearings will be held In Property taxes for 1948 averaged 25 per cent more than for 1947. Increased 99', rn 11 Year In 1938, the total appropriation of the six big Chicago governments amounted to $331,129,000, the federation said, while the comparable figure for 1949 was an increase of 99 per cent. Cook county's estimated levy for 1949 property taxes of Is 145 per cent over the $14,485,000 levied in 1939. The federation said sharply increased expenditures for the County hospital, nurses' home, and Oak Forest Institution account for much of the increase, altho most all departments and agencies shared in the jump." Passage of legislation whereby the county would receive from take by the time the tentative budget, as recommended by the city council finance committee, is turned over to the full council Nov. 29. The strike votes would strengthen the union leaders' position in last minute efforts to obtain pay increases.

The leaders generally reported their members are "fighting mad' over the situs tion. and said strikes are a strong possibility unless higher pay is obtained. The city's corporate fund expenditures, however, rose 54 per cent in the 10 years, the difference being made up mainly by increased miscellaneous rev which once prevailed largely have disappeared. City Jobs used to offer the advantage of steady employment.

But now, the leaders said, steady employment is available at the prevailing union wage with private business and industry. Workers formerly wanted city employ-mem, for pension and sick benefits. But in private industry now, the leader said, workers often enjoy better pension and sick leave plans. Another factor arousing city workers, the unionists said, is that their prospective pay in 1950 will be smaller in many cases than comparable workers receive from other local governments. Serious, Officials Admit City officials acknowledged privately that the situation is more serious than has been indicated In their public statements.

But they held to their position that pay raises cannot possibly be granted because of the city's critical financial condition. This condition they attribute in a large part to failure of the last legislature to act on the city's legislative program, which included proposed state grants to municipalities, and increased licensing powers for Chicago. The unions demands largely concern salaried workers. But they also are complaining because per diem workers, who are paid the prevailing union scale, are being laid off for longer periods each year. Among those particularly up In arms are some 900 city drivers who belong to local 726 of the A FX.

ADMIT MOTHER'S FIRM RECORDS IN TUCKER TRIAL Judge Walter La Buy of federal District court yesterday admitted a dozen ledgers and records books from the Ypsilanti Machine and Tool company, Ypsilanti, into the evidence in the trial of Preston Tucker, head of the Tucker automobile corporation, who is on trial with seven other men on charges of mail fraud and conspiracy.

The Ypsilanti company is owned by Tucker's mother, and the government wanted the books in the records to show business transactions between this company and Tucker corporation. Emery Hugh-ett of Oneida, former bookkeeper of the Ypsilanti company, testified for the government to tie up the transactions. To many queries concerning identification of entries and checks bearing Tucker's signature, Hughett replied, "I just can't remember." However, he identified enough entries and check signatures to satisfy Judge La Buy. Hughett was the government's 26th witness. The 25th witness was lGen Madden, Tucker general purchasing agent, who identified records from his department.
