"SINCE THE COST of the thrifty food plan was higher in February than last August, the stamp allocations were increased accordingly," officials said. "The food cost increase was not enough to raise allotments for one-person households." Thus, the monthly allocation for a person living alone will continue to be worth of stamps. Other household sizes and their new food stamp allocations include: two-person $94 a month on July 1 and $92 now; three-person $134 and $130; five-person $202 and $198; six-person $242 and $236; seven-person $268 and $262; and eight-person $306 and $298. FOE EACH household member over the age of 8, the food stamp allocation is increased by $38 a month. Congress is considering new food stamp legislation.

The Carter administration as well as some members of Congress want the monthly purchase requirement eliminated and eligible families simply be given the free bonus stamps outright. The department also said that effective July 1 family maximum income standards will be increased from current levels, except for one- and two-person households. A family of four's income limit will be $567 a month, up from $553 now. WASHINGTON I AP Most needy persons getting government food stamps will receive a cost-of-living increase ranging from $2 to more than $8 a month beginning July 1, the Agriculture Department said Friday. Officials said the boost, which will vary with a size of the household, will be the first for food stamp families in 18 months.

A family of four, for example, will get food stamps worth a month beginning July 1, compared with $166, a level set on Jan. 1976. About 17.B million persons nearly 5.6 million households received food stamps in February, the most recent Agriculture Department tabulation shows. Federal cost of the program now is estimated at around 55.5 billion annually. THE PRESENT FOOD stamp program requires that a participating family buy a certain amount of food stamps at face value in order to get free "bonus" coupons that provide more buying power at food stores.

The amount of the purchase requirement and the bonus varies according to family net income. The Agriculture Department reviews food stamp allocations every six months on the basis of what it costs to provide a "thrifty food plan," which is described as "the cost of a nutritionally adequate diet for low-income households." He also worked with the Railway Progress Institute, an industry organization, lecturing on grade crossing safety. Catherine A. Roberts, 94, formerly a resident of the Woodlawn and South Shore communities for 70 years, died Friday in the Peace Memorial Home, Evergreen Park, where she had lived two years. She was the widow of Charles Roberts, who, before his death in 1956, operated a drugstore for many years at Street and Greenwood Avenue. Teamster president quits scandal-torn pension fund THE GOVERNMENT has been investigating the fund since 1975 because of allegations that its assets were mismanaged and that it maintained ties to organized crime. In his letter of resignation addressed to the board, Fitzsimmons defended the fund's operation.

He made no mention of the Labor Department investigation, saying only that the 1974 federal pension reform law made it impossible for him to preside over both the operation of the fund and the union. Resigning in addition to Fitzsimmons were union official Roy Williams and management representatives John Spickerman and Andrew G. Massa. They were the last remaining trustees whose terms of office began before Oct. 26, 1976.

Their replacements have not been appointed. WASHINGTON AP Teamster Prcsk dent Frank E. Fitzsimmons and three other longtime trustees of the union's scandal-scarred Central States pension fund resigned Friday, the Labor Department announced. The resignations were part of an agreement with the government, which promised in return to drop plans for a lawsuit and to restore the fund's tax exemption. Labor Secretary Ray Marshall said he was pleased by the resignations.

He called it "a further indication that the fund is entering a new era of its operations." Marshall said, "It now appears likely that litigation over the fund's procedures for asset management will not be necessary."
