I6C IOWA LIVING * * C • DES MOINES SUNDAY REGISTER • (KTOBER 16,1977 Council candidates discuss downtown area Downtown, quo vadis? That is not precisely how we phrased the question. City Council candidates, perhaps luckily for the citizens of Des Moines, are not expected to master conversational Latin. But the winners will be expected to grapple with the direction Des Moines' inner city should take in the next four years. On more than one occasion, the current council has voted to spend Campaign '77 city money to acquire and clear 'downtown land to make way for private redevelopment. The Civic Center theater and plaza now under construction, and the hotel-office-shops complex being built downtown by area developer, Thomas Fredregill, are prime examples of city participation. But the city also has opted to sit on the sidelines. In 1973, for example, the council ras sharply divided on a $22 million bond issue to pump new blood into the inner core. The issue failed narrowly at the ballot box. Some attributed its demise to the outspoken opposition of a council minority concerned about the impact on the taxpayer. Thirteen candidates are competing to be the six who survive Tuesday's primary election. The general election is Nov. 8. To get some idea of the kind of priorities they would set if elected to one of the three open council seats, The Sunday Register asked them the following question about downtown Des Moines: Should city money be used to assist private developers in rejuvenating the downtown area? If so, to what extent? If not, why not? Candidates were asked to answer the question in 125 words or less. Ellipses appear only when they did , not do so. At-Large • Vincent Ella, 37, of 547 Country Club Blvd.; a lawyer with the firm of Thoma, Schoenthal, Davis, Hockenberg and Wine. "Yes. This is an appropriate usage of city money, as long as it is at an acceptable ratio and is tied to the tax base — "Des Moines today is a big sprawling city and residential growth has created the demand for shopping centers and malls in outlying areas. That isn't necessarily bad and doesn't have to occur at the expense of the core city. Energy concerns alone should tell us that we must rejuvenate the downtown area — "The city has a distinct obligation to provide for the humanistic needs of its residents by being certain that besides a high quality place to work shop and enjoy cultural events, citizens also have adequate schools, housing, transportation and other basic services." • George Flagg, 52, of 906 California Drive, a lawyer with the firm of Marks, Flagg, Hockett and Marks. "The city Plan and Zoning Commission, with the assistance of its professional staff, stands ready to lend its expertise to any private developer in the downtown area. The staff is remarkably efficient and does this work now. "I would approve of the city using its urban renewal powers only if it can be clearly shown by a developer that his land package cannot be put together because of an arbitrary refusal of an owner to sell for a fair market price. , "The city can help any developer by issuing industrial revenue bonds, they are not a debt of the city. Investors will buy the bonds if the development project is financially sound " • Russell J. LaVine, 66, 2708 Columbia St., the incumbent, owner of Jay's Sales Co., a police equipment wholesaler. "No. We are charged with providing certain services to our people. Let's do what we are supposed to and let private development take care of the rest." • Kalonji L. SaadJq, 26, of 1654 Sixteenth St., an electroplater for United Plating Co., Inc. "I am in favor of city involvement in downtown redevelopment. A civic center, botanical center and high rise hotels are signs of progress and growth. However, I do not advocate downtown redevelopment to the exclusion of community development. For instance, the Idea being considered by Mayor (Richard) Olson of tearing down the main library, which to a landmark and a classic structure, and replacing it with an apartment building, appalls me." • Gary Tomer, 22, 6115 Franklin Ave., head of Metro Services, Inc., a landscaping firm. "I'm in favor of the city working with private sectors of business to encourage downtown redevelopment, such as building parking ramps, better maintenance of streets, and en- couraging programs on the civic level. "Federal urban renewal money should be used for the inner city, or near north-side residences where it is intended to go and not in your downtown business sector area. "Development downtown that should be encouraged would be a convention center hotel, a sports complex on the east side of the river, a botanical plaza and renovation of older buildings. I would also like to see a downtown plaza area where there would be small retail shops, as well as a variety ~ohftJod establishments, including a sidewalk cafe—" Firjf Ward (NortliwMt) •"Wallace Bass, 74, of 3005 Jefferson Ave., the incumbent, a salesman for Bradley Printing Co. "I am on record as favoring the urban renewal concept and involvement of our planning department to assure that zoning and planning laws are enforced. j "Primarily, I prefer private capital j investment in private industry." , • David Hibbard, 28, of 3944 j Fortieth St., a lawyer with the firm of | Jackson, Jesse, Willits and Crawford. "The downtown area of Des Mdines must be rejuvenated if Des Moines is to grow and become progressive. The downtown area must include apartments, offices, stores and entertainment. "Homeowners pay a greater share of Des Moines taxes than downtown businesses do. The downtown should not be a burden on the residential areas.
