MARTIN WASHINGTON (AP)-A grass roots battle over a grower referendum May 21 on the Kennedy administration's new wheat control plan is taking on the characteristics of a bitter political campaign. Backers and opponents have lined up for the final two weeks of a debate that already has seen tempers rise and charges being hurled at the conflicting forces. There Is a possibility these activities may break out into incidents attracting wide attention. WITHOUT doubt, the nationwide farm vote will be the most significant ever held on a crop control program since such programs first were authorized in lf)38. The results could well determine the future of government farm policies, with broad implications not only for farmers, but also for consumers. To be decided at the referendum Is the question of whether farmers want to accept a tighter wheat production control program employing a two-price system giving food wheat and some export wheat a higher producer price than wheat used for feed and other uses. For approval the plan must win the support of at least two-thirds of those voting. ORGANIZED groups have been working on formers for their vote. On the one hand have been a wheat referendum committee made up of the National Farmers Union, the National Grange, the National Farmers Organization and some regional farm groups and some wheat organizations. They all seek a "yes" vote. On the other side seeking "no" votes are the American Farm Bureau Federation and some livestock groups which want less rather than more government control in agriculture.
