Changes Urged JS3feNDERSONVILLE With the backing of a Superior Court 5B52 a Henderson County grand jury aeaday issued a report urging sweep-ifig-Tchanges in the county's law en-Jjljfment facilities, study cited a sore need for tfOtfapace for the Henderson County 5ijytf Department, Clerk of Court's kiNmmihI more manpower for both offices. A courtroom annex built onto the courthouse in 1973 "has proven to be totally inadequate" because of a sharp rise in court cases, the grand jury report said. The report projected a sixfold increase in court cases between 1970 and 1990 with a doubling of the county's population. The report said the caseload tripled in the Clerk of Court's office between 1970 and 1980 while the number of employees less than doubled. "This is a one-sided statistic with no relief in 'sight," it said.

The sheriffs department has only one-third the staff recommended by an FBI report in 1980, the report said. Judge Lacy H. Thomburg, who received the report, said that the responsible public officials should "begin immediately to seek solutions to this problem." He added, "there simply is no need for Henderson County to sit idly by and ignore these needs." Thomburg said he would have taken judicial action to see that the grand jury's recommendations are acted upon, but said his court schedule was moving him to another area. He said the responsibility will be passed on to the incoming judge. The grand jury made four specific recommendations: That a combined law enforcement center be built "as soon as possible." That a professional consultant be hired to help plan the center.

That "proper authorities" be notified that funds are needed to hire additional staff. That the plans be implemented "in the immediate future" to avoid a greater cost later. To pay for those actions, the grand jury suggested a special 1-cent sales tax and a special tax of 5 cents per $100 of property valuation be approved. The report will be sent to the Henderson County Board of Commission- Folk Art Center Holiday Events The Folk Art Center on the Blue Ridge Parkway is planning several special events during the Christmas holidays. On Saturday, Jerry Read Smith will perform hammered dulcimer music, and on Sunday, an international tree trimming party is planned Foreign exchange students will decorate a tree with ornaments from their home countries, while others sing Christmas carols and sell baked goods.

The tree trimming party is sponsored by the Asheville Rotary Club and the American Field Service. Theme trees by local garden clubs, trimmed with ornaments made by local children, and holiday music can be seen and heard throughout the celebration. The Folk Art Center Is at milepost 382 on the Blue Ridge Parkway about mile north of U.S. 70, just east of Asheville. The center is open daily 9 am -5 p.m.
