Levin M.D., 36, of 6141 N. Lawndale who died Thursday at Illinois Masonic Hospital. Levin, a graduate of the University of Illinois School of Medicine, served on the staff of Louis A. Weiss Memorial Hospital, the University of Illinois Eye and Ear Infirmary, and as a physician for the Amalgamated Clothing Workers of America. He was also an associate of the Marine Drive E.E.N.T.

Group and former captain in the U.S. Medical Corps. He is survived by his widow Hcdda; one son, Michael; three daughters, Rachel, Klmberly, and Jennie; his parents, Mr. and Mrs. Maurice Levin; one brother; and two sisters.

Frank Schwartz Services for Frank Schwartz, 70, of 6007 N. Sheridan will be at 1 p.m. Monday in the chapel at 9200 Skokie Skokie. Mr. Schwartz died Thursday in St.

Joseph Hospital. He was the founder and president of Frank's Shoes, Marc Alan Shoes, Craig's Ladies Shoes a total of 20 stores with offices 2249 N. Wayrte Av. Mr. Schwartz was in the shoe business 50 years and was a member of the 2-10 Association, a philanthropic organization of the shoe industry.

Survivors include his widow, Esther; two sons, Stanley and Edward six grandchildren; four brothers; and a sister. Hermann P. Wilms Memorial services for Hermann P. Wilms, 70, will be held Juno 27 in Fish Creek, where he made his home in retirement. Mr.

Wilms, who retired three years ago from the Chicago real estate firm of L. J. Sheridan died Tuesday in Door County Wis. Memorial Hospital. He is survived by his widow, Vivian two sons, Hermann P.

Jr. and Wellford a daughter, Paula W. McCutcheon; 10 grandchildren; and a sister, Lady Henderson IPaula Wilms of London, England. Rev. L.

Naughtin, C.S.V. The Rev. James L. Naughtin, C.S.V., died Friday at St. John's Hospital, Springfield, where he was the chaplain.

Father Naughtin, 63, was the former assistant pastor at St. Viator's Catholic Church, 4170 W. Addison St. He entered the Clerics of St. Viator, headquartered in Chicago, in 1932 and was ordained in 1941.

Surviving are a sister and two brothers. Mass will be said at 11 a.m. Monday in St. Joseph's Church in outbreak of revenge killings. Police said two youths hailed the London-style black taxi in the Crumlln Rbad no-man's land, and climbed in the back.

Shortly afterward they opened fire, killing a male passenger in the front seat and seriously wounding the driver, who fought to control the vehicle as it careened down the street before crashing. Torres going home BUENOS AIRES The body of former Bolivian President Juan Jose Torres, murdered two days after he was kidnapped here earlier this week, will be flown home in a Bolivian air force plane, his family said. Another kidnap victim, politician Guillermo Alonso of the left of center Radical Party, snatched by armed men from his home in suburban Buenos Aires on Monday, was released unharmed. Gen. Torres, 56, who was ousted and went irtto exile in August, 1971, after trying to lead Bolivia on a left-wing course during his 10-month rule, had been living in Argentina since late 1973.

Peasant army halted AKSUM, Ethiopia Ethiopia's ruling military council has halted the advance of a peasant army outside the boundaries of rebellious Eritrea, apparently pending a last-minute try for talks with rebel leaders. A high level delegation, which explained the council's quest for a negotiated solution to President Gaafar Nimeiry in the neighboring Sudan last weekend, has left Addis Ababa for Aden on a similar mission to Ethiopia's neighbors across the Red Sea. Officials in this town 100 miles south of the Eritrean capital of Asmara say more than 4,000 armed peasant "volunteers," recruited to repel an "invading enemy," have been held up here for two weeks. NEW YORK Huge environmental disasters may occur In cities in poor countries If early action is not taken, the first Secretary-General of the United Nations Environment Conference said Friday. The movement to protect the environment Is facing a crisis so grave that all progress made so far is threatened, he said.

Maurice Strong, now chairman of Petro-Canada, a Canadian government energy agency, said countries seemed to have learned little from past mistakes and that while most acknowledged the importance of the environment, they gave it low priority When it came to decisions and action. 200-mile fishing limit OTTAWA-Cannda will unilaterally extend fishing jurisdiction to 200 miles offshore late to take effect by next Jan. 1, Foreign Secretary Allan MacEachen said. Canada has already passed a law that would make a 200-mile limit legal 60 days after it is proclaimed. The United States will extend its fishing limit from 12 to 200 miles offshore by next March 1 unless the United Nations Law of (he Sea Conference comes up with an international fisheries pact before then.

MocEachen's announcement of Canada's intentions regarding fishing jurisdiction followed the signing of a fisheries treaty with the Soviet Union last month. Under the treaty the Soviet Union agreed to abide by quotas and regulations within the 200-mile zone in return for a fair share of fish exceeding that needed by Canadian fishermen. 2 slain in N. Lillian I.indriiineyer A memorial service for Mrs. Lillian Low; Lindenmeyer, 75, who for 27 years was secretary of the First Presbyterian Church of Lake Forest, will be at 4 p.m. Monday in the church, 700 N. Sheridan Lake Forest. Mrs.

Lindenmeyer died Wednesday in a Lake Forest nursing home. Her husband, Joseph, a land-scaper, died in 1962. A brother, Harold Low, survives. Dr. Peter Ferenczy Private services will be held for Dr.

Peter Ferenczy, 60, of 5630 N. Sheridan Rd. Dr. Ferenczy, who died Wednesday at Edgewater Hospital, shared a private practice with another doctor and was on the staff of Edgewater and Columbus hospitals. A native of Hungary, he came to the United States in 1950.

He was a member of the American, state, and county medical associations. Surviving are the widow, Ann; a son, Peter; and a daughter, Mrs. Susan Kalkstein. Benjamin Ornoff Services for Benjamin Ornoff, 69, who owned the South Town Paint and Wallpaper 3360 W. 95th for 40 years, will be at 11 a.m.

Banks and five others were acquitted and one trainer was convicted Friday after a three-week federal xial on race-fixing charges. They had been charge with fixing a 1971 harness race at Washington Park race track. Convicted was trainer Anton M. Me-nas, 42, of Fond du Lac, who was found guilty on two counts of sports bribery and two counts of wire fraud. THE GOVERNMENT CHARGED that Menas picked a horse to win the second race at Washington Park on Nov.

24, 1971, and offered other drivers the equivalent of a $100 win ticket if they would make their horses lose. Menas placed the bets and collected the winnings, the prosecution charged. The jury deliberated more than six hours before returning the verdicts in tre courtroom of Judge Hubert L. Will. Acquitted were John M.

Ackerman, 49, of Deerfield Beach, and William E. Lutes, 39, of Batavia, 111., drivers; and Joseph A. Coscntino, 33, a horse owner of 5844 W. Cortland Chicago. They each had faced two counts of sports bribery.

Menas was also found innocent on two other counts of wire fraud. AFTER A BREAK FOR dinner, the jury returned and deliberated for another hour before acquitting Banks, 39, of Dwight, 111:, and drivers Jerry Ember, 49, of Ft. Lauderdale, and John S. Searle, 39, of Princeton, 111., who also were charged with two counts of sports bribery. Banks tied for 10th place among top-winning harness race drivers in the nation in 1975 and tied for 13th in money won with $1,080,480.

Peter Wonais, 26, of 5029 E. River Norridge, was arrested by police after allegedly accepting marked bills from the 20-year-old client in suburban Brookfield. State's Atty. Bernard Carey said Wonais, who has been a public defender for 15 months, was charged with bribery, official misconduct, and theft by deception. He is a graduate of Do Paul University Law School.

CAREY SAID Wonais had represented the client on two burglary charges May 28 in the Oak Park branch of Circuit Court. The youth pleaded guilty to one charge and was sentenced to two years' probation. The prosecutor then dropped the second charge, adding the notation that the charge could be reinstated at a later date. Such reinstatements are rare. Wonais allegedly told the defendant that for $700 he would make surd the second charge was never reinstated.

Carey said the client's grandfather told Brookfield police about the offer. They turned the case over to Kenneth L. Gillis, chief of Carey's special prosecutions unit, who arranged for the client to be wired for sound and the money to be marked with invisible ink. AFTER SEVERAL phone calls in recent days, Wonais allegedly arranged to pick up the money late Friday behind the Brookfield home of the youth's grandfather. As the two met, two Brookfield policemen watched from a nearby garage and assistant state's attorneys Frank DeBoni and Joy Peigen hid in the basement, listening to the conversation on a monitoring device.

The client, who police have refused to identify, allegedly handed the money to Wonais in a white envelope and suggested the lawyer count it. "It's all here," Wonais allegedly said after counting it. By John Elmer Chicago Tribune Prets Service SPRINGFIELD House Majority Leader Gerald Shea Riverside broke his three-week-long silence Friday on a charge he used his political influence for private financial gain. He also expressed support for a plan to investigate and discipline state representatives accused of misconduct. However, the House voted 143 to 6 to delay action on the plan until Tuesday to give members time to study the proposed rules changes and draft amendments to them. a speech on the House floor, Shea asserted that he has been "the subject of rumors, conclusions, and innuendo" since a resolution seeking his reprimand was offered by Rep. Eugene Schlickman Arlington Heights, "My reputation, after having served with many of you during the last 10 yoars, has been attacked and, by impli cation, the reputation of this body," he said.

DENYING ANY misconduct, Shea said he has "deliberately, patiently, and reluctantly" refrained from responding to the charges so the issue could be heard under procedural rules to "allow the opportunity to fully and completely respond, not in a charged atmosphere." Now before the House is a complex set of proposed rules setting up twin committees to handle misconduct charges one to Investigate secretly and the other to decide the guilt or innocence of the accused.
