Beauchemin of Swanton Man Sues Over Drug Charge By MARY GAMACHE Free Press Correspondent ST. ALBANS A 24-year-old Swanton man has filed suit in Franklin County Superior Court against the state, the City of St. Albans and various law enforcement officers charging that he "wrongfully and illegally" was arrested and charged with selling a regulated drug to a St.

Albans police officer in October 1973. The suit, filed on behalf of Lawrence Michael Young, charges that Young arrested on Oct. 25, 1973, at his Piatt Street home, but that the warrant issued on Oct. 23, 1973, was for the arrest of Lawrence Marvin Young, 18, of St. Albans, in connection with a sale of LSD to a St.

Albans police officer. The suit names as defendants state police officers John Krupp and Steve Vittam; St. Albans police officer Dale Messier and former police chief George E. Hebert; Sheriff Roland Keenan and former State's Atty. E.

Michael McGinn. The suit, which calls for $250,000 in damages, charges that although Young protested his arrest to McGinn, Vittam, Messier and Krupp, telling them he was not the man they wanted and asking them to check his identity, the officers failed to do so and Young was photographed, fingerprinted and locked up in the Franklin County jail for 24 hours. He was freed after McGinn dropped the charge. timetable of the school's opening date. "The September 1977 date is extremely tight and I expect we will discuss if it's really realistic," the superintendent said.

988-2869 ESSEX Construction of a $4.9 million Essex Town High School, scheduled to open in September 1977, will be discussed by School Board members when they meet tonight at 7 in the Essex Middle School. School Supt. Kobert Sheridan Jr. said board members will discuss two options available for construction. Voters April 15 approved building a high school expected to house 1,140 students in Grades 7-12.

One option is a "design build" construction plan proposed by the architectural firm of Whittier Associates Inc. The other is a "general contractor" arrangement, Sheridan said. In addition to designing the school, the superintendent said Whittier Associates has expressed interest in overseeing the entire building project. He said the firm uses a computer to predict when specific construction work is needed and determines the bidding dates for contractors. The other concept involves a general contractor who "bids out the various construction jobs with the architect and school board overseeing the operation," Sheridan said.
