7B The Burlington (Vt. Free Press, Wednesday, June 1 1, 19B6' Dean Proposes Spending Cap Doria Criticizes Snelling, VVVIXO I OlUVIdlUI I intends not to exceed it. In his letter, Dean also accepted Auld's suggestion that the candidates hold a series of debates. Auld offered the idea as a way of letting voters hear the philosophical differences between the candidates. Dean suggested the debates begin' next month and be held across the state.

"We're pleased he has accepted our offer to debate," Moore said. "I plan to spend about $60,000 regardless of your own plans," Dean wrote. "I do think, however, that for spending limits to have meaning, we should be willing to give up the sources of money which contribute to the increasing spending patterns in Vermont elections." Auld campaign manager Thomas Moore said he doubted Auld would lower her cap to $60,000. He said she already has set the $75,000 limit and You don't have to By SARAH WILSON Free Press Capital Bureau MONTPELIER Republican U.S. Senate candidate Anthony Doria has accused his primary oppo-nent, Richard Snelling, of arrogance and challenged the former governor to a television debate.

Doria said at a news conference Tuesday he would buy television time for the event, the format of which would be arranged with Snelling. He said if Snelling does not attend, the 30-minute program would go forward with "an empty chair for Mr. Snelling." "He knows I'm there. He knows I want a debate. And he's ignoring me.

He's either afraid or too arrogant." Doria, who is considered a long-shot candidate, expressed frustra ling's behalf next week are "loading an already loaded scale." Doria said he has been trying to set up a debate by talking privately with Snelling. He said he made his proposal at a news conference, rather than directly to Snelling, so that "the buck is not passed again." "The gauntlet is on the table. Now somebody should pick it up," he said. "I want him to come, sit next to me and let's talk to the people." Doria said he has tentatively arranged for the half-hour program, on WVNY-TV in Burlington, in late June. He said it would cost about $1,000.

Wellish said if Doria was serious about the event, he would have talked to Snelling before calling a news conference. tion that attention in the Republican primary race has focused on his opponent. He complained Snelling has "chosen to pretend that my candidacy does not exist." "The tone of the campaign till now has been one of great arrogance." Peter Wellish, Snelling's press secretary, said it is "highly unlikely" the former governor will agree to Doha's proposal. But he said a debate might be arranged later in the summer. Wellish also accused Doria of simply making a play for publicity.

Doria also expressed frustration that national Republican groups and leaders are supporting Snelling already, even though he faces a primary in September. He said national Republicans like Vice President George Bush who is coming to Vermont on Snel- buy retail I The Associated Press MONTPELIER Burlington Democrat Howard Dean has proposed an even lower spending cap for the lieutenant governor's race than the $75,000 cap suggested last week by his Republican opponent. In a letter to Rep. Susan Auld, R-Middlesex, Dean said he will limit campaign spending to $60,000, "regardless of your own plans." The letter was released Tuesday. Last week, Auld proposed the $75,000 cap in a letter to Dean, the House Democratic whip.

She said she was afraid Dean was running a "big-money" campaign by airing television advertisements five months before the general election. Dean said he considers $60,000 an "ample amount" and vowed to stay under the limit. He also pledged not to accept contributions from political action committees or the state Democratic Party. After voters in November 1984 approved a $750,000 bond, plans to pave the remaining strip between Leddy and Oakledge parks were drawn up.

The project has had its share of legal hassles. Landowners whose land abutted the path attempted to stop construction because they claimed that strip of land belonged to them, not the state. A federal judge in March dismissed the lawsuit but the landowners, led by attorney Clarke Gravel, have asked the Interstate Commerce Commission to determine ownership of the land. Finishing touches on the approximately nine miles of pathway should be completed by July 4. Festivities to celebrate completion are planned for late July, Clavelle said.

city planners are glad the project is nearly over and said they are optimistic that the pathway, with its spectacular views of the lake, will be continued through Blodgett's land. "I think it's a phenomenal asset to the people of Burlington," said Clavelle, who has worked on the project since 1983. "I can envision it being used for cross-country skiing in the winter and being just a major attraction for Vermonters in general." A bicycle path between Starr Farm Road and Leddy Park in the New North End was built more than decade ago, and a second section, between the mouth of the Winooski River and Starr Farm Road, was built in 1983 with a $33,000 federal grant. Friday for Sunday, II 30 Sat through its land, said Peter M. Collins, an attorney for Blodgett.

"Our position is that it doesn't make any sense overall. There are many routes to choose from," Collins said. "We would prefer the path go through the railroad right of way or the Southern Connector." "My clients are not acting quickly or capriciously," he said. "They are concerned about safety and how the path is going to affect their property."
