(AP) -A rate increase is the leading op options to redeem the bonds used by the Washington Public Power Supply System to build the plants. Speaking Wednesday at the annual meeting of the Pacific Northwest Waterways Association, Jura said a final decision on how to redeem the bonds wouldn't be made until early next year, when officials get some idea whether the region will face another drought year. The three options are: New bonds. The BPA or WPPSS would issue new bonds at a lower rate to pay off the high-in- terest bonds.

Loans. The reserves and credit of Northwest utilities would be used to call the outstanding bonds. Rate increase. Jura said a surcharge of 0.1 cent per kilowatt hour, possibly by late 1989, would raise $90 million to $100 million annually. None of the options would be necessary, Jura said, if the Northwest gets heavy rains during this and future years.

BELLEVUE, Wash. (AP) Lamonts, a Belle-vue-based clothing store chain, has reached agreement with The Bon Marche for Lamonts to acquire operating rights to two Bon stores in Utah, Lamonts says. The agreement reached earlier this week marks the second time this year that Lamonts has expanded into new markets by acquiring existing stores from other chains. Lamonts will take possession of the Utah department stores, in the Cache Valley Mall in Logan and in the Ogden City Mall, in January. Further, the chain plans to open stores next year in a Portland suburb and in Lakewood, near Ta- coma.

Since July, the privately held Lamonts has increased its stores by one-third. It now has 44 stores in Washington, Oregon, Idaho and Alaska. The expansion woke up a lot of people, Leonard Snyder, Lamonts' chairman, said. "People knew we were here, but now know we are a force to be reckoned with in the Pacific Northwest." For years, Lamonts was a profitable but low-key subsidiary of Seattle's Pay 'n Save Corp. But in 1985, a year after Pay 'n Save was acquired by New York investors Eddie and Julius Trump, Lamonts and other subsidiaries were split from Pay 'n Save and placed under Northern Pacific Corp.

Westinghouse plans to sell elevator, escalator business PITTSBURGH Westinghouse Electric Corp. officials said Thursday that they signed a definitive agreement to sell their elevator and escalator business to Schindler Holding AG of Switzerland. The terms were not disclosed. The deal is subject to approval by the Federal Trade Commission, James Schmitt, a spokesman for Westinghouse Electric, said. The sale covers the Morristown, N.J., headquarters of Westinghouse Elevator along with its plants in Gettysburg, and Randolph, N.J., and sales and service offices throughout North America.
