Oregon effects The Associated Press PORTLAND A report by the National Audubon Society says much of the habitat for northern spotted owls remaining on federal Bureau of Land Management forests in Western Oregon will be destroyed this year. The bureau's 1990 timber sale program affects 82 percent of the remaining spotted owl habitat on bureau land in Western Oregon, the report says. John Talberth, who spent two months compiling the review for the Audubon Society, based his conclusions on reports from the bureau's biologists and the U.S. Fish and Wildlife Service. According to those reports, he said, 65 percent of all sales planned this year fall within the 2.1-mile radius of nesting owl pairs designated as protected owl habitat.

"It is nearly certain that the pairs occupying these areas will not survive," Talberth said. But bureau spokesman Ed Cili-berti said the 2.1-mile territorial radius was "not a hard and fast rule of any sort." He said timber contracts contained clauses prohibiting logging until young owls have left the nest. Owls may well move to another habitat area and not be destroyed, he said. Ciliberti said the sales in the owl habitat areas were necessary under requirements of the Northwest timber compromise. He said the Audubon study ignored the fact that the agency is required to produce 1.2 billion board feet of timber sales in the 1990 fiscal year by the terms of the timber compromise passed last year by Congress.

The National Audubon Society study is the second released this spring that attempts to document how this year's timber sales under the controversial one-year timber supply measure are affecting owl habitat. In early April, Talberth released a report showing that nearly 15,000 acres of old-growth timber on six Western Oregon national forests would be logged under the timber compromise. That report showed that of 330 national forest timber sales scheduled for 1990, 150 were within areas used by nesting owl pairs, and another 12 sales would affect single owls or unconfirmed pairs. The secretary will present to each school a flag of excellence in drug prevention. Cavazos said: "The president anA tim nntinn's wemors have agreed that all schools should be drug free by the year 2000. The goal can be achieved, and these schools are leading the way." The 51 schools are in 25 states. They include 42 public schools 15 elementary, 12 junior and middle schools and 15 high schools and nine private schools. Public school nominations were made by state departments of education or the National Federation of Parents for Drug-Free Youth.

Private schools were nominated by the federation or the Council for American Private Education. Winning schools all demonstrated success in implementing and enforcing a clear no-use drug policy, teaching drug use prevention, staff training and involving parents, students and the community in drug education efforts. All have continuing plans to remain or become drug-free..
