Use at that rate had depleted the reservoir to about 25 percent of capacity, endangering supplies for emergencies such as fires, Bilodeau said.

But use Friday had dropped to 400,000 gallons a day, increasing the reservoir to 35 percent capacity. Water supply problems have p.m. and 10 a.m. Public Works Superintendent Bruce Bilodeau said that since restriction went into effect Tuesday morning, water users already have helped refill the city's reservoir on Red Hill. "Everyone is cooperating," Bilodeau said.

Workers had authorized a strike at midnight.

Federal mediator Thomas Drew recessed the meeting until the union had a chance to consider the proposal from Food Employers the store owners' bargaining arm. By Steve Beaty The Statesman Journal NEWPORT Every three years, someone is unhappy about leaving as commander of the Yaquina Bay Coast Guard Station and someone else is ecstatic to be moving in. Last week was no exception, as Chief Warrant Officer John Sit-ton turned over command of Motor Lifeboat Station Yaquina Bay to Chief Warrant Officer Dale Shepardson. The Newport station is considered a prime assignment, both men agreed.

"It's the community the people," Sitton said. "They make North Lincoln City Hospital remodels The Associated Press said. Shepardson comes to Newport from Rockaway, N.Y. His new assignment will provide quite a contrast to Rockaway, he said. "It's on the eastern approach to New York Harbor.

Almost all our work was on inland waters," he said. "Here, 90 percent of it is in the ocean." Taking command here marks a return to Oregon for Shepardson, who lived in Toledo in the early 1970s before moving to Portland, where he joined the Coast Guard. Sitton will report to New Orleans next month. Until then, he'll do a little fishing but it won't involve the ocean and it won't involve a boat. "I'll be doing some fly fishing on the upper Sandy River," he said.

Dialysis treatment takes about four hours and patients generally require the procedure every two days. "We had about seven or eight local people who need this service and you need about 24 to support the unit," Bondley said. "The hospital concluded it wasn't financially feasible, but the community wouldn't give up the idea." With nothing but word of mouth advertising, she said, the hospital now has 18 dialysis patients who want to receive treatment in Lincoln City. They include people who wanted to move to the coast but didn't want to drive to the Valley for dialysis treatment. Bondley said the hospital will advertise its dialysis unit with all Oregon physicians and in several specialty publications if there are not 24 patients signed up by the end of the month.

The 160-foot vessel is responsible for construction tending, driving pilings and installing and maintaining navigational aids. During his three-year tenure in Newport, Sitton said no single search and rescue incident stood out among his memories.

He said the most significant event he oversaw probably was implementing the Fishing Vessel Safety Act. The act, in which the guard offers to make safety inspections of vessels, has been embraced by the commercial fishing fleet. Shepardson, who was born in McMinnville, said he applied three times to come to Yaquina Bay before he was successful. "You get a choice of stations. Then Washington decides whether your choice is reasonable," he Kort and Michael Cheek, and two family practitioners, Albert Thompson and Robert Burnett.

In addition to more doctors, the obstetrics improvements will enable North Lincoln to provide pregnant women with more comfortable surroundings. The birthing rooms will feature hardwood floors, personal bathrooms with whirlpool bathtubs, deep, plush couches, floor-length drapes and separate carpeted rooms with fold-down bed. The improvements seem to be drawing more women to the hospital. "We used to do about 90 births a year," Bondley said. "Now well be doing more than 200, based on our projections." The dialysis improvements will make North Lincoln one of a few small hospitals that offer such treatment, a blood cleansing procedure for patients who suffer from kidney failure.

The obstetrics project began in response to a state goal aimed at improving care for pregnant women and decreasing the number of babies born underweight.

Lincoln County officials thought that if they could improve services at North Lincoln many more women would turn to the hospital; in the past, about half the area residents typically have gone to Willamette Valley hospitals to deliver their babies. "A lot of moms want to have their babies here at home," Bondley said. "We have about 80 deliveries scheduled here this summer and early fall so we'd like to open the doors soon."
