10 on the need for a controversial highway bypass in their community. The town's selectmen decided Wednesday night to hold the election after rejecting a proposal to have the state Highway Department hold an environmental hearing on the road project. The selectmen voted 3-to-2 against that proposal. The Vermont Public Interest Research Group, Inc. of Montpelier has opposed construction of Vermont 103 bypass of Chester.

The group contends the 2.7 mile highway would be a threat to the business community as well as the historic Old Stone Village. VPIRG also claimed a cheaper alternative could be found to the project that will cost an estimated $4.3 million.
