CHERIE 'BO' LEDFORD BURNSVILLE Cherie "Bo" Ledford, 39, of Little Creek, died Sunday, July 15, 2001, at her home. A native of County, she was a daughter Marilyn Tudor Yancey, Ledford of Burnsville and the late Charles Ledford. She was also preceded in death by a brother, Kevin Ledford.

The graveside services will be held at 10 a.m. Wednesday in Cooper-Ledford Cemetery on Little Creek. DR. WILLIAM HOLLER CLYDE Dr. William McFall Holler, 65, former resident of Raleigh and resident of Haywood County for the past two years, died Sunday, July 15, 2001, at Britthaven Nursing Home.

He was a native of Anderson County, S.C., and was the son of the late James Carlisle and Anna Dan McFall Holler. He served in the Air Force and was a college professor of the French language for 20 years, serving at N.C. State University in Raleigh. He is survived by two sisters, Mary Holler Jeffords of Lake Junaluska and Martha Holler Whiteaker of Rock Hill, S.C.; a brother, Dr. James C.

Holler and several nieces and nephews. A celebration of Dr. Holler's life will be held at 2 p.m. Wednesday at St. John's United Methodist Church in Rock Hill, S.C.

The Rev. Dr. A.C. Holler the Rev. Elwood Wiggins and the Rev.

For those who desire, an online memorial register is available at "Obituaries" at www.wellsfuneralhome.com Lawmakers By Scott Mooneyham THE ASSOCIATED PRESS RALEIGH Across North Carolina, local governments have accumulated substantial reserves, some exceeding $1 million, from a little-publicized 911 service charge included on local telephone bills. The charge, approved by lawmakers in 1989, was intended to help counties improve their 911 emergency calling technology. Many of those improvements involved technology that allowed 911 operators to identify a caller's location. The Legislature left it up to the cities and counties to determine how high the fees should be.

However, lawmakers did limit how local governments could spend the money restricting its use to mapping, telephone and computer equipment, and other one-time costs in improving service. Now, some local governments want to change those spending rules. A few have even raised their fees, anticipating that legislation removing the limits would be approved. Washington County commissioners recently agreed to raise their fee to $4 per month per telephone line, the highest rate in the state. Two other counties Swain and Tyrrell charge fees of $2 or more a month, according to a report presented to a House subcommittee.

In all, 36 counties charge $1 per month or more. Some cities and towns have separate charges that also exceed a dollar. "To me, it is a hidden tax, no question about it," said Rep. Ronnie Smith, D-Carteret. TWEED SR. ASHEVILLE Albert S. Tweed 94, formerly Woodfin, died Mr. Tweed Albert Tweed Sr. of 41 Green Oak Road, Sunday, July 15, 2001.

was born Aug. 24, 1906, in Madison County and had been a resident of Buncombe County for most of his life. Due to declining health, Albert spent his latter years with his daughter, Elizabeth Morrow. He worked as a trucker in the shipping department of American Enka where he retired after 25 years of service. Albert was a member First Presbyterian Church of Weaverville.

He was the son of the late Douglas Sevier and Hattie Cornilia Roberts Tweed. Also preceding him in death were two brothers, Leo and Carrol Tweed, and three sisters, Mamie T. Flowe, Nettie T. Beaver and Annie T. Bigham.

Surviving are his wife of 57 years, Ruth Edwards Tweed; son, Albert S. Tweed Jr. of Candler; daughters, Elizabeth T. Morrow of Asheville and Ada T. Sheehan of Spring Hope; five grandchildren, Crystal Tweed, Rusty Morrow, Angela Diltz and Lydia and Justin Sheehan; sister, Hattie Teague of Marshall and Charlotte; brothers, Col.

McDonald Tweed and Dan Tweed; and several nieces and nephews. The funeral services will be held at 3 p.m. Wednesday in the chapel of West Funeral Home, 17 Merrimon Weaverville, with the Revs. Paul Sluder and Bryan Sheehan officiating. Burial will be in Elk Mountain Cemetery, Woodfin.

Flowers are acceptable and appreciated. ETHEL BRIGGS ASHEVILLE Ethel Souther Briggs, 95, of the Haw Creek community, died Saturday, July 14, 2001, in Newport News, at St.

Francis Nursing Home. She was born in Henderson County on Oct. 10, 1905, to the late W. H. and Lavada Williams Souther.

She was preceded in death by her husband, Furman E. Briggs, who died in 1977. She retired from Asheville Mica Co. with more than 40 years of service and was a longtime member of Morningside Baptist Church. She is survived by her son, Wade F.

Briggs of Hampton, brothers, Ernest Souther of Asheville and Raymond Souther of Rockingham; sisters, Lillian David of Weaverville and Edith Willingham of Asheville; two grandchildren; and six greatgrandchildren private graveside service will be held on Tuesday at Woodlawn Cemetery with burial next to her husband. "Ronnie" Brooks, 42, died Monday, July 16, 2001. He was the husband of Dottie Brooks, employed by Collins Aikman and a member of Full Gospel Revival Church in Rutherfordton.

Citizens for a Sound Economy, said counties clearly are building up large reserves they should never be able to spend under the current law. The total accumulated exceeds $30 million.

"The law on those things is very clear. Some of them are planning to abuse the way the law is written," Hill said. A 1998 newspaper article indicated that Henderson County used the 911 charges to help convert an office building into a communications center, something not allowed under the law. Henderson County Manager David Nicholson pointed out that county money other than 911 charges also went into the project. Rep.

Smith said he worries the fees are being used in ways that were never intended. "We need to make sure we're not using these 911 charges to run local government. If you've got a $4 fee on a $10 phone bill, there's something wrong there." DOVIE W. Services are under direction of Hart Funeral Service. KATHERINE NUCKOLLS NEWTON, Katherine Buckley Nuckolls, 84, a retired nurse educator, died Monday, July 16, 2001, at her home in Newton after a long illness. Mrs. Nuckolls was raised in Maplewood, N.J. She received her B.A.

from the University of Michigan in Ann Arbor in 1938; her from Yale School of Nursing in 1941; M.S. in personnel administration in 1962; and a Ph.D. in epidemiology in 1969 from the University of North Carolina at Chapel Hill. Specializing in maternal and child health and pediatrics, she was on the faculties of the School of Nursing at Chapel Hill and Yale University for many years from 1960 to 1983. While at Yale she designed and initiated the pediatric nurse practitioner program.

From 1975 to 1978 she developed outreach nursing programs as associate director for nursing of the Mountain Area Health Education Center in Asheville in affiliation with Western Carolina University. She was active in numerous professional and community service organizations. Mrs. Nuckolis retired to Charlottesville, where she consulted to the University of Virginia Family Nurse Practitioner Program and volunteered extensively. She was honored for her many contributions to FOCUS and was selected as an Elder Statesman of Virginia.

Widely traveled, Mrs. Nuckolls studied health conditions in China in 1978 and later consulted in Egypt and Turkey under the auspices of INTRAH. She was also a consultant in 1 Thailand, Colombia and the United States to numerous private, academic and governmental programs with a focus on nursing education and child development. She was the daughter of Oliver Ellsworth Buckley, former president of Bell Laboratories in New York, and Clara Lane Buckley. She leaves her daughter, Katherine L.

Monti of Newton; her son, Richard J. Nuckolls Mercer Island, two sisters, Juliet Alsup of Houston and Barbara Wolf of Falmouth Foreside, Maine; three grandsons, Daniel James Monti, Christopher Lane Monti and Patrick Ellsworth Nuckolls; and numerous nieces, nephews, grandnieces, grandnephews and cousins. and Bertha Robertson Ross. She was a homemaker and a member of Bethlehem Baptist Church where she served as former pianist and choir member. She was preceded in death by her husband, Bill Jackson, and grandson, Ronald Brown. Survivors include two sons, John "J.T." Jackson and his wife Juda of Candler and Bill Jackson and his wife Irma of Old Fort; daughter, Lois Brown and her husband Vernon of Old Fort; a brother, Clifford Ross of Old Fort; five grandchildren, Carolyn Mueller, Teresa Thompson, Keith Jackson, Mark Jackson and Monica Correll; and 11 great-grandchildren. JEAN JACKSON ASHEVILLE Jean Elizabeth Jackson, 79, passed away Sunday, July 15, 2001, after a period of declining health. Mrs. Jackson was a native of Madison County but had lived most of her life in Buncombe County. She was the daughter of the late George W. and Thelma Price McCann.

She was a member of Oakley United Methodist Church. Mrs. Jackson had worked as the chef for Buck's Restaurant for 15 years. She also worked for the Grove Park Inn as a chef before her retirement after 17 years of service. She is survived by her husband of 63 years, James P.

Jackson; their five sons, Bobby Eugene Jackson of Alabama, Danny Pat Jackson and his wife Brenda of Leicester, James Ronnie Jackson of Black Mountain, Earl Jackson his wife Norman, York, S.C., and Paul Raymond Jackson and his wife Elaine of Lake Wylie, S.C.; a sister, Katherine Ferguson of Hot Springs; 23 grandchildren; and 17 greatgrandchildren. The graveside services will be held at 2 p.m. Wednesday at Forest Lawn Memorial Park with the Rev. Donald Newman officiating. She is survived by her husband, William Owenby; stepdaughter, Kayson Owenby; mother, Catherine Peters of Sunbright; brother, Bruce Peters, and sister and brother-inlaw, Linda and Danny Supeck of Deer Lodge, and many nieces and nephews. ESSIE BROWN MARSHALL Essie Brown of WILLIE MAE MORGAN CLYDE Willie Mae Rogers "Bill" Morgan, 88, formerly of Broad Street, died Sunday, July 15, 2001, at Pisgah Manor Nursing Home after an extended illness. A native of Catawba County, she had lived most of her life in Haywood County.

She was the daughter of the late Samuel and Allie Summers Rogers. She was also preceded in death by a daughter, Jo Anne Morgan, who died at the age of 7, and her husband, Levi Morgan, who died in 1993. She was a member of Clyde Central United Methodist Church where she was a longtime choir member, Sunday school teacher and a member of the United Methodist Women's organization. She had retired from Haywood County Hospital with 20 years service. Upon retirement she took up painting as a hobby and became well known for her work.

She is survived by her sons, Richard Morgan and his wife Mary Jo of Clemmons and Roger Morgan and his wife Lois of Asheville; sisters, Anna Belle Morris of Norfolk, Betty Lee of Tampa, and Mary Hawkins of Ragsdale, brothers, Richard Rogers of Gainesville, Hubert Rogers of Jacksonville, Frank Rogers of Orange Springs, S.L. Rogers Jr. of Clyde and Leonard Rogers of Mars Hill; three grandchildren; and two great-grandchildren. The funeral services will be held at 11:30 a.m. Wednesday in the Canton chapel of Wells Funeral Home with the Rev.

Crisp Funeral Home will announce arrangements. EARL SHEPHERD SR. ASHEVILLE Earl Eugene Shepherd 64, of 85 Glendale died Sunday, July 15, 2001, in an Asheville hospital. A native of Madison County, he was the son of the late Carl and Nancy Shelton Shepherd. He was an Army veteran.

He is survived by his wife of 43 years, Dorothy Baber Shepherd; daughters, Diane Shepherd, Theresa Vassey and Deborah Shepherd, all of Asheville; son, Earl Eugene Shepherd Jr. of Asheville; sister, Dorothy Metcalf of Asheville; brothers, Paul Shepherd of Weaverville, Arthur Shepherd of Chesnee, S.C., and Furman "Red" Shepherd of Weaverville; and three grandchildren, Jessica Vassey, Karla Vassey and James Vassey. CLAYTON JR. CULLOWHEE John H. Clayton 85, died peacefully at his residence on Sunday, July 15, 2001. He retired in 1980 after working as a paint contractor and in retail. He served in the Navy during World War Il.

Mr. Clayton was a member of Cullowhee Baptist Church, a board member for Cullowhee Fire Department for 25 years, served on the Jackson County Planning Board for 15 years and on the Jackson County Recreation Board for 18 years. He was a charter and lifetime member of Land of the Sky PDCA. Mr. Clayton was a lifetime member of Mike Martin VFW Post 9493.

He had been involved in many community and county activities throughout his life. He is survived by his wife of 56. years, Catherine McGuire Clayton; two daughters, Ann and her husband Nick Fowler of Hendersonville and Janie and her husband Gary Lambert of Morganton; two sons, Pat of Cullowhee David and his wife Hope of Valdese; and six grandsons. The family will receive friends from 6 to 8 p.m. Tuesday at Moody Funeral Home, Sylva.

Mary Swan Rozendale, a' resident of Lookout Mountain for 50 years, died Monday, July 16, 2001, at St. Barnabas Nursing Home. She was 99. She was preceded in death by her husband of 61 years, Gerard Rozendale, who worked for the Tennessee Valley Authority; her parents, Wiggins Swan and David Swan; her sisters, Katherines Katherine Swan Brauer and Louise Swan Taylor; and her brother.

A native of Western North Carolina, Mrs. Rozendale was born in Robbinsville and grew up in Andrews. Her great passions growing up were horseback riding and square dancing. Mrs. Rozendale was a homemaker and a very well known cook and caterer.

She was an original member of Spend The Day Club formed in the early 1940s, a Gray Lady at Memorial Hospital for 25 years and for five years she was chairman of Memorial Hospital Gray Ladies. In 1998 she was elected an honorary member of the Fairyland Garden Club, which she served as a member for 35 years. She was a member of Church of the Good Shepherd. Survivors include her son, David Swan Rozendale and his wife Helen McDaniel Rozendale of Shoal Crek, four grandchildren, Katherine Marie Rozendale and Margaret Louise Rozendale, both of Birmingham, Helen Elizbeth Rozendale of Atlanta and Gerardu Dirk Rozendale of Chicago; a special friend and honorary member of the family for 43 years, Ethel Thomas; and many cousins, nieces and nephews. The funeral services will be held at 11 a.m.

Wednesday at Church of the Good Shepherd with the Revs. John Talbird and Pery Scruggs officiating. The family will receive friends one hour prior to the services. Burial will be held at 4 p.m. Wednesday at Valleytown Cemetery in Andrews.
