She holds a criminal justice degree from Castleton College and is currently attending Trinity College. MILTON It is now Sgt. Joanne Fisk and Cpl. Robert Peeters of the Milton Police Department. The Police Commission agreed last week to waive the regular promotion procedure so the two former patrolmen could accept their new ranks. The promotions had been made unofficially by former Chief Bobby Joe Jackson, who resigned last week because of poor health, and were approved by Charles Raymond, chairman of the police commission.

Jackson told the board the promotions were an attempt to help improve morale in the department. He said there were no pay increases to go with the plan. Miss Fisk and Peeters will continue at their patrolman's pay of about $165 a week. Jackson said the officers were working an average of 65 hours a week, but getting paid straight time for only 45 hours. "It's for morale.

Ray Dilley, station manager for Vermont Public Radio, told a group of college radio broadcasters this weekend at the University of Vermont that VPR's plans for a studio in Northern Vermont has been delayed indefinitely until the Federal Communications Commission (FCC) decides whether a license to broadcast on the only available frequency should be awarded to public radio or one of several commercial radio applicants. That decision, said Dilley, most likely will be based on the apparent abilities of each applicant to serve the needs of the listening public.
