The Joe Montana Sweepstakes took a strange turn Sunday when San Francisco 49ers president Carmen Policy said the quarterback could be the team's "designated starter" while competing with Steve Young. development came a day after Montana had reached a contract agreement with Kansas City.

The 49ers, however, were unable to work out sufficient compensation with the Chiefs and the deal was put on hold. (AP) Paul Tracy' already proved he was talented, fast, and prone to youthful mistakes. Now he has proved he could win. The 24-year-old Canadian charger, making only his 18th career star, came up with his first Indy-car victory Sunday, running away with the Toyota Grand Prix of Long Beach, He had come close before, finishing second at Michigan and Mid-Ohio last year and leading more than half the race two weeks ago at Phoenix before crashing. This time, nothing could deter the bespectacled youngster, not even two flat tires. Tracy, driving for the elite Penske team, led 81 of the 105 laps including the final 32 on the 1.59-mile, eight-turn downtown street circuit, beating defending series champion Bobby Rahal to the finish by 12.658 seconds.

He gave Chevrolet the first win for its new C-version of the Indy V8 engine and proved once and for all he is good enough to win races against the big guys. "It hasn't sunk in yet," Tracy said. "I knew that the team was capable, the car was capable and, inside, I knew that I was capable of it. "I'd have things in control and it would Associated Press. just slip away from me. So I'd get a little bit disheartened and begin trying harder and making mistakes at the same time. So it finally feels good to get the monkey off my back." The third race of the season was truly an eventful one, with numerous incidents, a spate of flat tires and three full-course cau- tion flags, including one before the race was even officially under way. Phoenix winner Mario Andretti and Stefan Johansson of Sweden came together as the green flag waved 50 yards ahead of them. That brought out the first of three full-course cautions.

The incident knocked Johansson out of the race and the furious Swede said, "I don't know what he had to gain by trying to pass me there. It's a 105-lap race, so there was no reason for him to try to gain there before they dropped the green flag." When the green flag finally did come out for the start of lap 5, Tracy, starting second to pole-winner Nigel Mansell of England, jumped into the lead and quickly pulled away. He built leads of up to 12.37 seconds before being forced to pit on lap 36, several laps before his first scheduled stop, with a cut-down left rear tire. Mansell, the 1992 Formula One champion making only his third Indy car start, inherited the lead and the two of them handed it back and forth several more times before Tracy took control for good on lap 74 as Mansell made his final pit stop. (AP) Officials of the Indy-car series disqualified driver Robby Gordon and levied fines and other penalties against several others following the Toyota Grand Prix of Long Beach. Gordon, who placed 21st in the 28-car field Sunday, was disqualified by the stewards. Gordon, who drives for A.J. Foyt, first had his car damaged in an on-track altercation with Eddie Cheever. Gordon then stood by the side of the track and made an obscene gesture at Cheever as the latter drove past.

Gordon's car was then towed to the pit lane and he was able to get back into the race. Several laps later, Gordon broadsided Cheever's car, apparently in retaliation for the earlier incident, as the two went through the hairpin on the downtown street circuit. Indiana is in an enviable position with four games left. The Pacers have tied Atlanta for seventh place in the Eastern Conference and those two teams have a two- game lead over Orlando and Detroit, their nearest pursuers for the final two spots, "You never know, if you go after every one of these games we got left and get your share of them where you end up," Hill said after a 108-98 victory Sunday over the Milwaukee Bucks gave Indiana a 40-38 record.

"Orlando is still in it and so are Charlotte and Atlanta. Nothing is solidified," said Hill. The Pacers rode a 36-point effort Sunday from Reggie Miller that included eight 3-pointers against the perimeter- soft defense of the Bucks that has yielded 50 3-pointers in 115 attempts the last seven games. But Indiana's victory over the Bucks on Sunday was just its second in five meetings this season with Milwaukee. "If we had played Milwaukee like we should the other three times and got wins, we would be playing for 43 wins and all at once you're looking at fifth place.

That's how close the league is," Hill said. The Pacers play at Atlanta and Detroit and have home games with Cleveland and Miami in the final week. Indiana has lost in the first round of the playoffs for three straight years and never made it to the second round in five postseason trips. Hill would like to change that with some strong play in the final week of the regular season. "They made a statement with their rebounding," Michael Jordan said after he and the Chicago Bulls lost to the Cavs, 103-94. "They haven't been known as a great rebounding team, but today they really did a job on us." Because they are a finesse team in an NBA that tends to reward power basketball, the Cavaliers' ability to advance very far in the playoffs is frequently questioned. A Chicago columnist labeled them marshmallows last spring; a national magazine referred to them as hairdressers this year. See POP, Page B2 Rusty Wallace said he's driving each race as if it's the last one to stay focused on Winston Cup title NORTH WILKESBORO, N.C, (AP) Rusty Wallace has taken over the Winston Cup points lead from five-time champion Dale Earnhardt and has.no plans of giving it back any time soon.

Wallace, who won the NASCAR driving title in 1989, said Sunday after his First Union 400 victory he finally realizes what's needed to get back to the top of his sport. "I'm going into it treating every single race like it's the last race," he said after posting his 24th career win. "I changed motors down here because the motor that was in the car was a good motor, but I felt we might have a little something better in the truck. "I said I want the best thing I got at every single race, because every race pays 180 points, and if you are going to win the title, you have to give your all." The Pontiac driver now leads Earnhardt by 18 points after seven races, three of which Wallace has won. "I lost the title in 1988 and I know why I lost it," Wallace said.

"I lost it by 24 points because I never put any importance on leading laps. I just wanted to be around at the end. In tried to lead every lap I could NASCAR and I received 120 bonus points and I only won the championship by 24 points." How about such early season success? "Winning these many races this quick, it has exceeded my expectations," Wallace said. "I thought that we would win three or four races this year, I didn't know they would all come within the first seven races of the year." Wallace even said Bill Elliott's record- tying'11 wins in 1985 is well within reach. "The way the team is right now I sure don't put it past at least 10 wins.

I sure would like to break Elliott's deal of a few years ago. When you win three this early and the team is this strong, I got to believe that is within grasp." But Wallace wants his crew to keep the wins in perspective. "I told the guys after this victory, "Hey look, you guys are doing great Let's not start believing everything we read in the press clippings about ourselves. Let's just work our butts off and I don't want to see anybody getting cocky with this race team. See WALLACE, Page B2.
