Ingle has a long history of mental illness that he said resulted in a suicide attempt at age five or six. The record of Ingle's appeal to the North Carolina Supreme Court said Ingle was experiencing a psychotic episode during the killings and had trouble telling right from wrong. "Nowhere, however, is there any testimony that defendant was unable to plan his actions or that he lacked the ability to premeditate and deliberate," the court said.

THE ASSOCIATED PRESS RALEIGH A condemned inmate whose clemency plea was rejected asked the governor to lock him away in a mental institution instead of executing him, according to a videotape released Monday. In a 56-minute videotape sent to Gov. Jim Hunt last week, Phillip Ingle said he has needed psychiatric help all his life. Hunt rejected the clemency plea, saying juries correctly sentenced Ingle to death. Ingle is the first inmate in North Carolina to ask that his appeals be dropped so he can be executed.

The tape was released by the governor's legal adviser Brad Wilson. Wilson said Hunt; who is on a trade mission to Israel, "didn't see just cause to intervene." On the tape, Ingle who refused to meet Monday with attorneys said: "I do not want my death sentences turned over to life sentences in prison. "What we're asking is, if possible, after viewing this US' Interest In executions waning. Although Ingle dismissed his lawyers, Charlotte attorney Julian Wright is his standby attorney.
