11 Ashevllle Citizen Times, July 4, 1981 Educators Reach Accord On School Finances Control North Carolina News By The Associated Press RALEIGH Educators say they have reached an agreement with sponsors of a bill to delay action on legislation which would give the state budget office control, over public school finances. But one sponsor of the bill says that is not true and the bill is "very much alive" this session. Dr. David Bruton, chairman of the state Board of Education, on Thursday called an emergency meeting of the board for Monday to discuss the bill, which tranters the job of the controller of the board to the Office of Budget and Management, which is under control of the governor. The controller oversees the budget for the state's pub he believes tobacco is the "single most important issue" in the slate.

He also supported the recent Supreme Court ruling upholding the Carter administration's decision to release Iranian assets in this country, although he disagreed with the decision itself. Commenting on the settlement on the UNC desegregation issue, East said, "I am happy this issue has been resolved." He added that in his opinion, the change in administration in January led to an end of the 11-year dispute, citing "a dramatic change in attitude." VICTIM CAUSED FIRE? GREENSBORO A woman who died in Wednesday's fire at the Carolina Theatre is believed to have caused the fire, city fire investigators said lic schools. But on Friday, Bruton called off the meeting, saying Lt. Gov. Jimmy Green assured him that no further action would be taken on the bill.

Sen. Harold Hardison, D-Lenolr, co-sponsor of the legislation along with Sen. Kenneth Royall, D-Durham, said Friday, "The only thing Sen. Royall and I agreed on this morning was that we would discuss it with them. There was no agreement to hold anything." Bruton maintains that the bill is' unconstitutional because state law says the board shall have fiscal responsibility for public school finances.

HUNT URGES CASH LAW RALEIGH North Carolina's state officials should be barred from who last week acknowledged that he accepted nearly $5,000 in cash from a highway contractor later sentenced to a federal prison after he was convicted of rigging bids on state highway projects. Meanwhile, state Labor Commissioner John C. Brooks said Friday he believes the musicians have a valid labor grievance against the symphony board of trustees for terminating the concert season early and for hiring a conductor the musicians oppose. He also said the musicians are entitled to unemployment compensation while they are out of work. Flynn, contacted by the Associated Press in London Friday where he was rehearsing with the BBC Concert Orchestra for a Fourth of July program, said he has not talked yet to the board of trustees and declined to say whether he will accept the job. "I'm not going to tell you that.

I've yet to talk to the board of the orchestra," he said. He said the musicians have objected "to every conductor they've ever had," and said he was not concerned by criticism from the musicians.
