A It" TIMES-REPORTER IU Mon, April 7,1975 DOVtB NEW PHILADELPHIA. OHIO Super Handyman AlCarrell Hints from Heloise i Heloise Cruse 4-7 DearAI: Want to do a better job of watering garden plants that need the moisture deeper than it might normally go? Cut off tops of large plastic bleach bottles, Then drill hundreds of holes in the bottom of each container. Next, dig holes in the beds. Fill the bottles with small gravel and place in the holes. When watering, fill up the containers, and the water goes out the holes in the bottom and feeds the plant at a deeper level.

Spread the containers throughout the beds. DearAI: Latex paint splatters can be wiped up with a damp cloth if you catch them right away. However, after they set up, they are hard to remove. If they happen to be on a stained surface, almost anything you do to remove them will harm the surface underneath. My cure is to make a bandage to fit over the spots.

I use several thicknesses of gauze. Then I saturate the bandages with any clear oil. After two days, enough of the oil has penetrated under the paint so it can be wiped away with a towel. The oil doesn't harm the finish underneath since it won't penetrate the varnish or shellac. A.A.

A super hint To remove the chuck from most electric drills, you put the chuck key in place and give it a sharp tap with your hand. This loosens the chuck. However, sometimes it won't give and you have to give it a hammer blow. This can be bad on chuck keys. Another way is to insert a large L-shaped Allen wrench into the chuck.

Now you have an arm sticking out that will take the hammer blow without damage. Dear Al: If you are like most people who do any woodworking or carpentry, you end up with a few splinters in your hands. My way of removing them is easier than operating with a needle. Fill a plastic bottle almost up to the top with boiling water. Place your hand over the mouth of the bottle so the splinter is in the middle of the opening.

Push down so the skin is pulled tight, and this will pull it away from the splinter. The heat from the steam will usually draw the splinter out. R.O. Just be sure you don't replace the splinter with a burn. Quick answers for harried handymen: To Mrs.

45th New York, N.Y.,19917. Dear Heloise: How often do we all put a small dish of food left from a meal in the fridge and then a week later find it and throw it away? I have found a way to use up these dabs and also make someone happy. put any leftovers in a small container and pop it into the freezer. When frozen, I transfer it to a small plastic sandwich bag, seal and then put in a plastic bread wrapper. When the sack is full I take it to my widowed aunt, taking care to pack it so it doesn't thaw.

Each sandwich bag usually makes her a nice single serving, It has not only cut her food bill, but she eats a better variety as sometimes people who live alone do not cook a good meal very of ten, She is always so thrilled when I appear with my goodies and I am pleased at being able to help her and avoid throwing away good food. Mrs. KenSmick Dear Heloise: With the girls coming to coffee one hectic morning, 1 discovered to my dismay that I was out of blue toilet bowl cleaner. My solution: I used disinfectant, plus some blue food coloring. Thought I was all set.

Result: The joke was on me because the blue lasted only for one guest. Mrs.J.C. I took a large ceramic salt! shaker and filled it with vinegar. looks nice on my table, and shakes just the right amount out, and distributes it evenly instead of a glop in just one place. I wish I had thought of this before.

Bachelors usually find the easiest way, don't they? (Mr.) K.Ashley Great! One could pop the whole bag in their freezer and use as needed. Thanks, you are a honey bear! Dear Heloise: I eat a lot of salads and use vinegar on so many things that I finally came up with a way to have it handy without having Heloise the bottle out. Dear Heloise: For belt ends instead of snaps, use small squares of self-gripping nylon tape or 1 two-inch strip. Gives more leeway for changing Fan People. For instance, he said the system might provide federal controls in a local area if its violent crime rate was either 20 per cent higher than the national average or both 10 per cent higher than the national average and 5 per cent higher than the previous year's local rate.

"In areas where the violent crime rate had reached the critical level, this proposal would ban the possession of handguns outside the home or place of business," Levi said. It would apply to all handguns, not only the cheap weapons known as "Saturday night specials," he added. Levi suggested a heavy tax on "Saturday night specials" to reduce their availability, but said other controls are needed to eliminate the threat from more expensive handguns. Kennedy in Quincy QUINCY. Mass.

(AP) More than 200 antibusing demonstrators poked, grabbed at and jostled Sen. Edward M. Kennedy, forcing police to form a 'protective flying wedge around him. One woman poked at him repeatedly Sunday with the point of a stick bearing a small American flag. A man grabbed him by the leg but was pulled away by police.

Although he was not injured in the Sunday incident, his aides canceled a speech set for later in the day in Sharon when the demonstrators showed up there too. The cancellation came after demonstrators refused an offer of a meeting with Kennedy if they would agree to allow him to make the speech without disruption. Kennedy has refused to condemn busing for racial balance in schools as busing opponents have demanded. The Massachusetts Democrat made a four-block trip on foot to a subway Sunday when he was unable to enter any of his aide's cars at a junior high school in this Boston suburb. His own car's tires had been deflated, and some of the demonstrators placed their children in its path.

It was the most violent demonstration against Kennedy, a frequent target of antibusing protestors, since a September incident when he was jeered off a stage and hit by a tomato.
