Richie battled colon cancer for a year before his death Dec. 20, but stayed active during that time in efforts to preserve natural habitats.

He was a graduate of Haverford College in Pennsylvania and George Washington University Law School, and was a Marine Corps jet pilot and a career employee with the National Park Service. With the park service, Richie was assistant superintendent at Mt. Rainier National Park, superintendent of Grand Coulee Dam National Recreation Area and the George Washington Parkway, and deputy director on the service's northeast regional office in Boston. His final accomplishment with the park service was as project manager for 13 years for the Appalachian Trail, during which time he oversaw a land acquisition program that protected green- way along 2,100 miles of the parkway from Georgia to Maine. Richie, a native of Philadelphia, moved to North Carolina in 1994.

(AP) About 880 of Pennsylvania's public schools fall short of the minimum academic performance levels or test participation rates set by the state in accordance with new federal mandates for student achievement, state Education Secretary Charles Zogby said Monday.

The federal mandates, imposed by the No Child Left Behind Act signed by President Bush in January, require states to ensure that all children are proficient in math and reading within the next 12 years. Under a plan adopted by the state Board of Education in September for Pennsylvania to reach that goal, 45 percent of all students are expected to achieve proficiency on state reading tests and 35 percent are expected to achieve it on math tests. Nearly 330 of the schools on the list released by Zogby are more than 10 percent below those starting points, he said. Additionally, more than 100 schools on the list failed to comply with a federal requirement to have 95 percent student participation rate on state assessment tests. The list included many of the nearly 260 schools that have already, made the U.S.

Education Department's list of schools nationwide that must give their students the opportunity to attend better schools in their districts and in some cases, offer tutoring services as well. The department will use the latest information to update the school improvement list early next said. Gettysburg Hospital Mr. and Mrs. Robert (Jennifer E.
