"At that time, they were steam-powered and hauled ore to Bethlehem Steel. They used to come through there so fast trains 70 to 80 cars long we'd get scared and move back." Now, he said, East Penn Railways uses the track to more slowly haul material to firms here from a major east-west freight line to the north. Like Rickett, what Mindler wants is passenger service with people waiting in the station in winter warmed by the ancient, barrel-shaped radiator in the middle of the waiting room, and in summer keeping cool there on the long indoor pews. Both radiator and pews still stand. Much of the granite-walled building remains intact, even after SEPTA closed it in the early '80s and a fire in May of 1989 burned a huge hole in the roof.

After Mindler helped form the Train Station Historical Society in December 1990, his agency failed at several attempts to secure restoration funding. But since 1998, according to records at the Delaware Valley Regional Planning Commission, the U.S. Department of Transportation has awarded three grants for the train station work, totaling $783,000. Mindler said his group also has received $50,000 from the Pennsylvania Department of Community and Economic Development, $31,250 from the Pennsylvania Historical and Museum Commission, and $100,000 in private donations. Future use of the station is uncertain, but Mindler, a member of the Upper Bucks County Chamber of Commerce, said the chamber had "showed interest in putting its offices in there." Of one thing he is certain.

Rubin, 90, whose knowledge after 30 years as a legal secretary allowed her to bypass college on her way to law school and a law career, died Saturday at Jefferson University Hospital after a brief illness. She lived in Center City. Miss Rubin graduated from William Penn High School, then worked to help her parents support younger siblings and provide educational opportunities for them.

But she eventually found her own time to take her parents' advice to "study, study and make something of yourself." After three decades as a legal secretary, Miss Rubin decided to go to law school. With excellent performances on tests and interviews, a bachelor's degree requirement was waived. She was admitted to Temple University Law School and graduated in 1964. As a lawyer in general practice, she was known for her compassion and was assigned as a master in many divorce proceedings. One client was so grateful for her legal assistance that she named her child Rose.

Miss Rubin kept her license to practice law until the end of her life. She told family that she had worked too hard to let the license lapse. True to the wish of her late parents Dvorah and Mendel Rubin she continued to educate herself, even in her last years. The tapes of a continuing law education course were on her table at the time of her death. She was working to renew her license this year.

Miss Rubin's brother, Frank Rubin, and two sisters Reba Fogel and Shirtley Neidorff died earlier. Miss Rubin is survived by nieces and nephews: Susan Neidorff Reinglass, Arlene Rubin, Alan Fogel, Robert Neidorff, Michael Neidorff and Jeffery Rubin. Naedele INQUIRER STAFF WRITER QUAKERTOWN Richard Mindler stood inside the gutted 1902 railroad station here last week and talked about dreams from his childhood. On Nov.

3, an $800,000 restoration project will begin to put nails and timber and paint to those dreams. "I like old, historic buildings," he said. "Since this was right in the center of town, it seemed a natural." Mindler is president of the private, nonprofit Quakertown Train Station Historical Society. In 1996, the society obtained a 25-year-lease of the train station, a nearby freight station and their grounds from SEPTA. Since 1998, Mindler said, he has secured all the needed state and federal restoration money.

But the dream is incomplete. "We haven't really made a decision" on the future use of the station, Mindler said. On Friday, county, state and federal officials held a meeting a few miles from the old station, unrelated to the restoration, but with strong implications for its future. The Bucks County Transportation Management Association, a private, nonprofit agency based in Bensalem, wants to restore passenger train service on the current freight line from Lans-dale to Shelly, just north of Quakertown. The association wants to take on the project independently of SEPTA, the regional transportation agency.

So the association held the session in a meeting room at Meyers Family Restaurant on Route 309 to hear what public officials think about its hopes. And hear they did. "This is a great idea," said Andrew Warren, regional administrator of the Pennsylvania Department of Transportation. But, "be real. Go to the Quakertown Borough Council and say, 'We need 500 parking spaces' near the train station and they'll look at you like you're crazy." A likely funding source for the train service is the New Starts program of the Federal Transit Administration, several speakers said.

Herman Shipman, FTA acting regional administrator, called the Quakertown passenger line "a significant project." But it would mean local tax increases because successful projects across the nation have been ones for which communities have "voted to tax themselves for transit." Shipman added that, though transit grants usually consist of 80 percent federal money and 20 percent local, New Start projects most often approved have 40 percent local money.
